bounded to the north by the future expansion of C.R. #116 and Armstrong Boulevard, should be <br />designated as "mixed use". The other problem he had with the most recent version of the land <br />use map is that all of the transitional zoning has been removed. <br /> <br />Community Development Director Frolik explained that, based on the fact that she had heard <br />that the Council wanted density transitioning to apply to the entire City, she removed the <br />transitional zoning areas. She felt if there was density transitional zoning then it would be <br />interpreted that density transitioning would only apply to those areas. <br /> <br />Councilmember Hendriksen replied that not only the transitional zoning land use has <br />disappeared, but also, so has all of the density transitioning requirements. Any concepts of <br />transitioning has disappeared. <br /> <br />Community Development Director Frolik noted that the statements of transitioning is still stated <br />in the Comprehensive Plan. <br /> <br />Councilmember Hendriksen replied that the fact the transitional land use was removed along <br />with the majority of the language leaves nothing. He stated that it makes sense to apply density <br />transitioning to the entire City, but the verbiage is gone and the concept is ignored. <br /> <br />Councilmember Kurak stated that the tax base on industrial property and commercial property is <br />primarily the same. She presented the Council with some scenarios. She explained that placing <br />the mixed-use area west of Armstrong Boulevard and keeping the area between Armstrong <br />Boulevard and Ramsey Boulevard industrial will create two problems. The common opinion <br />amongst residents of Ramsey is that there needs to be more shopping in Ramsey and if the mixed <br />use area is moved to the west side of Armstrong Boulevard, that type of development would not <br />occur for some time because City sewer and water would need to be extended out even farther, it <br />would take a longer time and would have to extend City sewer and water. <br /> <br />Councilmember Hendriksen replied that there are more factors than simply the tax base. He <br />stated that there are direct costs and indirect costs. Fridley has a lot of office/warehouse space <br />and it is very compatible with the neighbors. He has not heard a lot of complaints about the <br />City's industrial area, but he thinks that if the City opens up an area to commercial that will <br />create large volumes of traffic, it will have significant impact on the citizens. He stated that he is <br />not ready to vote for eliminating light industrial when it is very compatible with the residents. <br />The figures he was presented with for extending City sewer and water west of Armstrong <br />Boulevard were high, but relative to City government he did not think it was that high and he <br />would be willing to speed up that process in order to accommodate the residents. <br /> <br />Mayor Gamec stated that the majority of the complaints from citizens are that there is no place to <br />go to have coffee, to do dry-cleaning, etc. He does not think the area will draw the large <br />businesses because they are already located in Andover and Elk River. <br /> <br />City Council/February 20, 2001 <br /> Page 4 of 6 <br /> <br /> <br />
