reviewed the site plan at its Februaw 6, 2001 meeting, and unanimously recommended that the <br />site plan be approved subject to the City staff review letter. <br /> <br />Councilmember Hendriksen inquired if the building will be constructed with colored block or if <br />it would be painted block. <br /> <br />Dennis Sharp, Sharp & Associates, replied that the building will be finished with painted block. <br />He explained that on some his other buildings in the City he has used autoclaved colored block <br />because he purchases them for the same price as regular block. <br /> <br />Councilmember Hendriksen inquired if City Code requires that colored block be used. <br /> <br />Community Development Director Frolik replied that City Code calls for integrally treated block <br />with color. <br /> <br />Councilmember Hendriksen stated that the loop that Mr. Sharp has exposed is that he purchases <br />many different colors of block and then uses them together to construct his buildings and then <br />paints the block to achieve a certain color. The buildings that have been painted over the colored <br />block are not uniform in color, which he suspects has more to do with different colored blocks. <br />He thinks that the City needs to decide if it is reasonable to allow painted block or make City <br />Code more precise about the colored block having to be all the same color. <br /> <br />Councilmember Anderson inquired as to what the reasoning was for requiring the colored block <br /> <br />Community Development Director Frolik replied that the thought was that painted block would <br />have to be painted in the future and so the colored block would have better long term <br />maintenance. She noted that the City has accepted painted block in the past, it is at the discretion <br />of the Council. <br /> <br />Mr. Sharp stated that this is the first he has heard that Ramsey requires colored block. He <br />explained that he personally does not prefer colored block because the color does fade and <br />eventually will have to be painted. A developer can paint his building three times for what it <br />would cost them to purchase the colored block. <br /> <br />Councilmember Zimmerman inquired if the Architectural Review Committee could review the <br />issue. <br /> <br />Community Development Director Frolik replied that there is no Architectural Review <br />Committee for the neighborhood. <br /> <br />Mr. Sharp stated that he is proposing to use gray block and then paint it; with upkeep, it would <br />look better than colored block. <br /> <br />City Council/February 27, 2001 <br /> Page 8 of 23 <br /> <br /> <br />
