Building Permit Fees <br /> <br />The following fees have been established with regard to the construction of the new Ramsey Municipal <br />Center: <br /> Cert. of Occupancy $4.00 <br /> Base Building Permit Fee $30,196. 75 <br /> <br />Plan Review Fee $32,627.89 <br />State Surcharge $1853.00' <br />WAC $20,760.00 <br />SAC $21,750.00 <br />SAC Handling Fee $200.00 <br />Total Fees $127,391.64 <br /> <br />Staff is recommending waiving the base building permit fee and the plan review fee for the Municipal <br />Center project as those fees are'general fund revenues. All other fees would be paid to the appropriate <br />agencies and/or enterprise funds. The Fee Detail report from the Building Department is attached for <br />Council review. The project budget includes $4,000.00 for the Building Permit which will be used to <br />pay fees to the state for review of the holding area and other state plan re~,iew fees. <br /> <br />Establish Levels of Authority <br /> <br />During the work session of May 17th, 2005, representatives from 3D/t, BKV and staff discussed with <br />Council the need to establish levels of authority for use during the construction of the new Municipal <br />Center. Staff is recommending the following levels of authority be established for the project: <br /> <br />City Council: <br /> <br />Approval of project change orders greater than $25,000 <br />Approval of all project change orders less than $25,000 by ratification at <br />regular Council meetings <br /> <br />Facilities Committee: <br /> <br />Approval of project change orders in excess of $10,000 and less than <br />$25,000, ratified by City Council <br />Facility Committee Members include: <br /> Heidi Nelson, Chair, Asst. City Administrator <br /> James E. Norman, City Administrator <br /> James Way, Police Chief <br /> Dean Kapler, Fire Chief/Public Works Director <br /> Diana Lund, Finance Officer <br /> Sylvia Frolik, Asst. Community Development Director <br /> Patrick Trudgeon, Community Development Director <br /> Brian Olson, Asst. Director of Public Works <br /> David Elvig, Councilmember <br /> David Jeffrey, Councilmember <br /> BKV Group (non-voting) <br /> 3D/I (non-voting) <br /> <br />Project Team: <br /> <br />Approval of project change orders of up to $10,000 by James E. <br />Norman, City Administrator and Heidi A.
