Ci~ of Ramsey Municipal Center <br />Project No. 060229 <br /> <br />Agency Construction Management <br /> Levels of Authority <br /> <br />Levels of Authority <br /> <br />The City of Ramsey is embarking on a significant capital project. <br /> <br />Levels of authority and responsibility vary from project to project. Likewise, project decision-making <br />bodies take a multitude of different forms depending on the type of project and the make up of the <br />Owner's organization. <br /> <br />The following is an outline of levels of authority, responsibility and corresponding decisions to be made <br />at each level of project organization. <br /> <br />City, Council <br /> <br />The City Council provides the overall direction and decision making for the project. This includes: · Approval of each phase of design based on the recommendation of the Facilities Committee. <br /> · Approval of project budget. <br /> · Approval of contract awards (professional, construction, furnishings and equipment). <br /> · Review running list of change orders. <br /> · Approval of project change orders greater than $25,000. <br /> · Approval of project change orders less than $25,000 (by consent agenda as al~proved by the <br /> Facilities Committee, and City Administrator). <br /> · Approval of payment draws after review and recommendation by the city administrator, architect <br /> and construction manager. <br /> <br />Facilities Committee <br /> <br />A Facilities Committee will act as the working body for the City of Ramsey City Council. It is established <br />to reduce the project time commitment of the council members.
