Dir./HRA Executive Director <br /> <br />Background: <br /> <br />A.s you may recall, Eliot Schaeffer platted this property in 2004. His property extends north and <br />south o? Trott Brook and he completed a minor subdivision to separate the homestead on the <br />north side of the brook from the property on the south side of the brook. The purpose of the <br />subdi¥ision was to create a buildable lot on the south side of the brook for Mr. Schaeffer's new <br />home. The property on the south side of the brook is 19 acres in size. For financial and estate <br />planning reasons, Mr. Schaeffer is replatting the parcel south of the brook to reduce the size of <br />the lot on which the hon~e will be constructed and plat the remainder of the 19 acres as an outlot <br />[or t'uture development. <br /> <br />'{'he {~;llowing items are enclosed for your information: <br /> <br />b) <br />c) <br />d) <br />~) <br /> <br />Site location map <br />Proposed final plat <br />City Staff Review Letter dated May ! 7, 2005 <br />Proposed development agreement <br />Proposed resolution for final plat approval <br /> <br />Notification: <br /> <br />No public hearing is required for minor subdivisions. However, Staff notified surrounding <br />property owners of the platting process that took place in 2004. No notice was sent to residents <br />regarding this proposal to .reconfigure the lot on which the home will be located. <br /> <br />Observations: <br /> <br />]'he subject property is approximately 19 acres in size and is located in the R-1 Rural Developing <br />Residential District and is subject to the requirements of the new cluster ordinance. The <br />mmmmm lot size is 10,800 square feet and the maximum lot size is 32,654 square feet. The <br />proposed lot size is 32,641 square feet. <br /> <br />Trott Brook is classified as a General Development Stream and is subject to shoreland <br />regulations. There are no extra-ordinary lot-size-requirements in this overlay district, however, <br />the minimum lot width at the brook is 100 feet with sewer and water and 75 feet without sewer <br />'and water. Since the cluster ordinance is premised on the assumption that the rural developing <br />property will eventually be served by municipal services, City Staff is applying the 75 foot urban <br />lot width at the property line.
