By: REQUEST FOR FINAL SITE'PLAN REVIEW FOR IL4~MSEY MUNICIPAL PA1LIGNG FACILITY CASE OF CITY OF RAMSEY Patrick Trudgeon, AICP, Community Development Director ' Background: 'i"ltc City of Ramsey is proposing to develop a four-story, 800 stall parking structure in the c~.>re of the Ramsey Town Center. The parking structure .is proposed to be built in two phases. The first phase will occur in 2005 and construct 590 stalls. The sedond phase w/Il occur in 2009 and is proposed to construct an additi6nal 210 stalls. The parking st~-ucture will serve the parking needs for the Town Center co~e, the adjacent Ramsey Municipal Center, and present and future transit services (Park and Ride, Northstar, etc.) The structure will be located on C'ivic Center Drive with an access from Sunwood Drive. City Staff'review letter_dated May 6, 2005 Notification: bioticc of the project was sent out at the. time of 'preliminary site plan review. tjbservations: Thc preliminary site plan for the Ramsey Municipal Parking Facility was approved on March ~, 2005. The approval of the site plan was contingent upon compliance with Staff Review l~:tlt:r and the platting of the property. As the City Council knows, the preliminary.piat of' Ramsey Town Center 5* Addition was approved by.the City Council on April 26, 2005; The I'inal plat will be considered by the City Council on May 24,'2005. 'i'he architecture and design of the structure is Consistent 'with. what was approved as part ~>f' the preliminary site plan. The structure will have four different architectural finishes. '['hey will consist of' a buff applied finish along the top of the structure; a buff form finished precast stone finish at the base of the columns; red modular brick will be used ~::.:tensivety on the lower levels and the ends of the structure; and finally a reddish brown applied texture finish will be utilized on the middle levels. Staff took a hard look at the i>,~dget and the design of the building to make sure that we had a quality, building while ~,~t exceeding the budget. The use of these materials as well as the design 'changes ~'d,~'red as part of the preliminary site plan has kept the project within budget..· 'h<~'t: will be no direct landscaping install'aii0n as part of this project. The landscaping pr'oposed along the south side of the building (Civic Center Drive) will be 'installed as part of tl~,.: streetscape improvements done by RTC LLC. On the east side, a sidewalk will go up to tl~,: landscaping installed as part of the Ramsey Municipal Center-project. There'will be no -30§-~.
