AUTHORIZING THE RELEASE OF THE DRAFT PULTE HOMES ENVIRONMENTAL <br /> ASSESSMENT WORKSHEET (EAW). <br /> By: <br /> Patrick Trudgeon, AICP, Community Development Director <br /> Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />On January 12, 2005 the City received a sketch plan for the development of property <br />located west of' Armstrong Blvd., east of Puma Street, north or State Highway #10, and <br />south ol~ Alpine Drive. Pulte Homes is proposing a development that will consist of small <br />lot single family, attached townhomes, and twinhome units. A portion of the property is <br />zoned TC-2, which will not be developed by Pulte at this time. The development is <br />proposing c[ose to 800 residential units and therefore is subject to an Environmental <br />Assessment Worksheet (EAW). The City engaged the services of Bolton and Menk to <br />complete the required EAW. <br /> <br />A draft EAW document has been prepared for the project and is now ready for <br />co~sidcration. Under Chapter 4410.1500 of Minnesota Rules, the City is required to <br />release a Draft EAW to various state, county, and mutli-jurisdicational agencies for <br />review and comment. In addition, the Draft EAW document will be available to the <br />general public for their comments. <br /> <br />The fifllowing items are part of the case: <br /> <br />a) <br /> <br />Pulte Homes Draft EAW document <br />Resolution authorizing release of Pulte Homes Draft EAW <br />Sanitary Sewer Draft EAW <br /> <br />Observations: <br /> <br />it should be mentioned that the document under consideration is only 'a draft document. <br />As mentioned above, State Statutes require the City to release a draft EAW for <br />consideration by ott-/er governmental agencies and the general public. There is a 30-day <br />review period (with the possibility of an additional 15 day extension) for everyone to <br />review and comment on the EAW document. The City will then have to address the <br />comments and adopt a final EAW document 'and make a final determination on whether <br />the pr,)ject needs to conduct an Environmental Impact Statement (EIS). <br /> <br />Thc Draft EAW was prepared Bolton and Menk. Representatives from the firm Will be at <br />thc City Council meeting to provide information and answer any questions the City <br />Ctmncil may have regarding the document. <br /> <br />Staff has also included another Draft EAW related to the Pulte Development. This <br />document was prepared due to the increase in flow of sewer capacity. As part of the <br />Town Center AUAR, the City agreed to prepare an EAW when development west of <br /> <br />-415- <br /> <br /> <br />
