Along witl~ the construction of the homes and businesses, a network of streets and City utilities will be required to
.serve this development. The proposed street network layout can also be seen on the concept layout. The proposed
street network connects the City's existing streets on US Highway 10, Armstrong Boulevard and.Alpine Drive.
The connection of sanitary sewer to serve this area will need to be connected to existing sanitary sewer lines in the
City. In the current proposed area of the Pine Shadows development, aproposal for a new 18 inch trunk sewer is
already underway. Once completed, connection from the Pulte Homes development to this trunk sewer will need to
be made. This increase in flow and its effects on the treatment hcility are discussed later.
Like th: s~mitary sewer, there is no existing water main close to the proposed area of the Pine Shadows
development. All current water usage in the area is coming from private wells. The City of Ramsey has a proposal
fbr expansion pi water main closer to the proposed Pine Shadows development. Once completed, connection of this
area. to the City's water source could be accomplished. The City is also planning to route a water transmission main
through the Pine Shadows development area to a nearby water treatment facility in the future. Impact of adding this
development area to the City's water distribution system will be disc~sed fi.ather in this report.
The surrounding land use is zoned residential and rural reserve on the north and northeast sides, To the southeast is
the Town Center. On the west and northwest sides, the area is zoned for a Planned Unit Development (mixed use,
residential/commercial, with an overall density ora maximum of 4 units per net acre). US Highway I0 runs along '
the south border of the project site, and to the south of the highway the land is zoned residential.
Development of the site will involve modification of the original topography to accommodate the construction of
roads, homes, utilities, and storm wamr management facilities. The main equipment for grading the project will be
bulldozers, scrapers, compactors, backhoes and other standard earth-moving equipment. The sequence of'
construction will tbllow standard practices for conventional land modification for residential subdivisions. The
construction activities will begin with the installation of erosion control measures, followed by overall site grading '
and road construction, construction o £ the storm water management systems, the installation o~'utility services such
~.s nam. ral gas, cable, telephone lines and ending with the establishment ora permanent vegetative cover.
Construction of homes and apartments on the individual lots is proposed to begin late in the 2005 or early in the
2006 construction season and continue as each lot is sold. Construction of the apartments will be the first with
d~veh)p~nent expanding to the west. It is estimated that 2 to 3 years is required to complete all the construction
· %sociated with building homes. Additional land disturbances such as custom grading .operations are expected as
homes are constructed on the individual lots. Erosion and turf establishment controls for individual lot construction
are required as part of the City of Ramsey building perm/t.
Street. s and cut-de-sacs wilt be constructed to City of Ramsey specifications.

c. Project Purpose
Th~; propose of this project is to provide residential housing to up to 768 families in R. amsey. Ramsey has an active
real estate market and there is an increasing demand for housing. The pr/mary beneficiaries are the developers and
the people purchasing the lots. This project is not being carried out.by a governmental tmit.

d. Are future stages of this development,~ including development on any outlots, planned
or likely to happen? If yes, briefly describe future stages, relationship to present
project, timeline and plans for environmental review.

e. Is this project a subsequent stage of previous proiect? If yes, briefly describe the past
development, timeline and any past environmental review.

r-;
