The traffic growth rate <br />for Anoka County is currently 2.5%, as taken From the Minnesota Department of <br />Transportation. With the new development at' the Town Center, i~ is estimated that the <br />traffic in the. surrounding area will gro~,v-fi~ster than 2.5% al:'ter 2007. Th~' ti:tied scenario <br />exponentially grew the 2007 traffic votumes by 3.0% pet' year to develop the 20l 7 <br />tbrecasted volumes. The development vokm-tes calcu{ated in the second scenario were <br />then added to ti're 2017 baseline traffic. This traffic was then distributed to the proposed <br />2017 roadway aetwork. The resulting Full Build volumes tbr 2017 are slxowa in Figure <br />7. <br /> <br />The fourth scenario exponentially grew the 2017 trafl:ic volumes by 3.1)3/o per year to <br />develop 2030 baseline forecasted volurnes and added the development volumes <br />calculated in the second scenario. The 2030 traffic was redistributed to the traffic ' <br />no,york to account for the aew river crossing. As' identified from the MnDOT Nor&weSt <br />Metro Corridor and River Crossi,g Project Statement. Augu~s'r 2001; it was e~timated that <br />the future rivet' crossing would divert 45% o F the traffic currently using TH I0 east of <br />Armstrong Boulevard to use the new river crossing. Additionally, some of the traffic that <br />now uses the TH 169 river crossing in Anoka to access Ramsey to the east on TH 47, will <br />now use the-new river crossing. The ADT of the 'river crossing was estimated to be e'qua[ <br />to 43,000 without the devetopments and 50,000.with the new developments.
