As the area grows in population auld trafffic voh. tme, the need for roadway improvements
becomes accessing'..Wkh the continued traffic growth on TH i0, it is proposed that TH
10 will be improved to a f6ur-lan¢ fi'eeway facility through the Cky o£ R.,'m~sey by 2017.
It is also proposed that Armstrong Boulevard will be re-aligned to the west oF its current
location through the Putte Site. This will allow tbr an interchange to be constructed at
the intersection of TH i0,. either wifl~ a signalized in[er~ection on Armstrong wiIh ramp
access to and fi'om TH 10 or a system-to-system interchange.

By 20.30, a river crossing to the south over the MissL4sippi River is Proposed that wL[l
connect with the intemhange at TH i 0' and Armstrong Boulevard. Assuming that these
improvements will be made to the roadway network, the trat-?ic fi'om the developments
will access tim roadway rtetv~ork differently and traffic patterns wilt change. The results
of the 2017 and 2030 Full Build analyses are located in Table 8. These results take into
account the reaIigm'nent of Armstrong Boulevard and the two new stk~dy intersections
created by the realigmnem, it is assumed that the existing intersectioff of Armstrong
Boulevard (Old Armstrong) and Industry Avenue will be redesigned before 2007 to
handle thu 2007 tra~c Mthout the realignment of Armstrong. This design wi[l provide
sufficient geometry at the intersection for the traffic in 20t7 and 2030. AIso a-sh'~gle-
point intersection is anticipated at TH [ 0 and Armstrong Boulevm'd for analysis purposes.
The intersection lanes and [rafftc control that is required l:or LOS D or better operaiions
each year is noted in Figure 10,

Ta.b!.e 8:2017 and 2030 Iruil Build Mitigat'c..d Op.erafi. onal Analysis
Intersection & Traflic Contrul ]Scenamo i Peal( h~tersection M'aximum Delav-

.
