As the fiver crossing is added to the network, the traffic
distribution on the roadway network [s chan~ed and some of t/'te [n_tersecfions that -.
operated wet[ in 2017 fail in 2030, with no further improvements. Additional lanes are
added at the intersections along Armstrong Boulevard to' assure that the intersection
movements perform at LOS D or better in 2030. The design recommended fi'om the
traffic analysis in 2030 requires a four-tone divided roadway for Armstrong Boulevard
north el industry Avenue and a six-lane dixfded highway south of industry Avenue. This
design will also allow tbr a u'iple left mrn westbound fi'om industry to Armstrong 'that is
needed [or I:he traffic. As an alternative, an interchange design that alIows l'or.a free
movement westbound to southbound would eliminate the need for the triple lef:t turn.
The addition et'an interchange to and from the east on Tt-! 10 at the existing location of
Armstrong Boulevard would also eliminate the need tbr a tripie [eft: turn at industry and
Armstr.ong 6y di vetting some o [' the traffic to the new interchange instead of traveling
th,'ough thc intersection.

Even with the additional lanes on'Armstrong at the TH 10 single-point interchange, with
the change in traffic patterns, specific trafi'1c movements Will fail. "['his failure is a direct
result of the river crossing and its associated traffic patterns, specifically the ehs¢ to south
and north to west movements. To provide acceptable Operations, the interchange design
will rettuire tree movements t~br the northbotmd left {n addition to the right tums. This
design requh'ement would require a svstem-to-system interchange for those movements.
'['he [eft turns southbound and e,xstbound would also benefit fi-om free movements.

The City will cocttinue to work with the Minnesota Depactmenl: of Transportation
(Mn/DOT) and Anoka Count.,,, to find mx acceptable solution to accommodate 2030 traffic'
volumes and the Mississippi River Crossing.

page 21 of24
Prepared bp':
13o#on & Menk &c

-461-
