The local <br /> comprehensive plan is to include a sewer element addressing the collection and disposal of wastewater generated <br /> by the community. Similarly, under the Metropolitan Act, local governments are required to submit a <br /> Comprehensive Sewer Policy Plan (CSPP) describing service needs from the MCES to the Metropolitan Council <br /> for its approval. The CSPP is broader in scope than th~ sewer element of the local comprehensive plan and provides <br /> detailed sewer system engineering information. The CSPP for Ramsey outlines potential alignments and sizing for <br /> city trunk sewers, as well as, connection points to the metropolitan trunk sewer. . <br /> The service area tbr the new trunk sewer will be the City of Ramsey's sanitary sewer sub-district M4, west 0fthe <br /> Town Center (shown on Figure 5). <br /> The City of Ran~ey prepared the Comprehensive Sanitary Sewer Study in July 2004.
