Community Development Director Frolik inquired if the property should be designated as
"Places to Shop".

Consensus of the Council was to direct staff to change the area around the Tom Thumb along
Ramsey Boulevard to "Places to Shop".

The Council discussed access from that site onto the County road.

Councilmember Anderson inquired as to hqw the proposed changes affect the housing numbers
that are required.

City Administrator Norman explained that staff replaced the housing numbers that were removed
from the Sunfish Lake area over by the Links of Northfork so that the housing numbers should
be similar.

Councilmember Hendriksen suggested designating the area around the perimeter of the golf
course medium density.

Councilmember Anderson inquired if North Fork is planning to have townhomes adjacent to the
golf course.

Community Development Director Frolik explained that North Fork has been proposing to
construct townhomes in that vicinity.

Councilmember Zimmerman suggested having staff meet with Dennis Peck to determine exactly
what they are planning in that location.

Councilmember Anderson stated that she wants to make sure that the City is not eliminating the
areas for affordable townhomes.

Councilmember Zimmerman questioned the Central Planning Area.

Sandra Pinnel, Sector Representative from the Met Council, stated that there have been a number
of issues the City has worked hard to resolve. Met Council is
proposing that a study area be designated to study the question if there will be a need for City
sewer and water past the year 2020.

Councihnember Hendriksen replied that the area that is designated is already divided into one
acre lots, so unless it is the Met Council's intention to subdivide the land there will not be a need.

Natalie Haas Steffen replied that it is not the intention of the Met Council to subdivide the land.
She explained that, in an attempt to finalize the City's Comprehensive Plan, the Met Council has
agreed to the four terms agreed to by the City Council and she is trying to make a way for the

City Council~Work Session/March 1, 2001
