Met Council to back off the one in ten acre requirement. She explained that in other cities that <br />have made similar requests regarding the rural preserve area, red flags are sent up when there is a <br />substantial deviation from the regional blueprint so she asked for a way to back off one in ten. In <br />the City of Blaine there was a large lot and smaller lots and the city was not sure what they <br />wanted to do with the property. The Met Council agreed to leave it a study area so they could <br />determine at a future date as to what they would like to do with the land. Ms. Steffen explained <br />that the study area is simply a compromise for backing off in the rural preserve area. <br /> <br />Councilmember Zimmerman stated that he thought it was the policy of the Met Council that they <br />would not require City sewer and water down existing City streets. <br /> <br />Ms. Steffen replied that the study would not require the City to install sewer and water to the <br />area. It would simply be an area designated for a future study as a way of getting the <br />Comprehensive Plan approved. <br /> <br />Councilmember Hendriksen stated that many things come forward as plans or study areas and <br />then develop a life of their own and become mandatory. <br /> <br />Mayor Gamec noted that the City Council would still have to make the final decision if City <br />sewer and water would be extended. <br /> <br />Ms. Steffen explained that the Met Council would not indicate when the study would have to <br />take place. It is simply a measure to get the City's Comprehensive Plan approved. <br /> <br />Councilmember Hendriksen inquired as to how important it was to couple the issue with the <br />North Star Corridor to the passage of the City's Comprehensive Plan. He explained that a lot of <br />the disagreement amongst the Council has to do with the location of the station and what <br />naturally flows with the station. He suggested completely removing the issue from the table at <br />this point and then handle it with a transportation overlay once the City has more answers. <br /> <br />Ms. Steffen replied that if the Council moves along on all the issues holding up the <br />Comprehensive Plan then the opportunity site grant can be awarded. If the Council is moving in <br />that direction she is prepared to put an offer in front of the Council regarding the opportunity <br />grant site that she thought the Council could accept. <br /> <br />Councilmember Hendriksen stated that he does not want to work through certain issues that <br />might "leave the door open" for things he might object to. He thinks the North Star Corridor <br />station should be handled as a separate issue. The issue with the station is that along with the <br />station comes the idea that there will be a lot of "roof tops" within walking distance of the <br />station. He strongly objects to placing that type of development in an area that has been <br />preserved as an industrial area for many years. <br /> <br />Ms. Steffen replied that she is prepared to deal with that issue. She explained that one of the <br />difficulties is that there are so many things on the plate and the City has to move quickly. She <br />presented a map from the County and explained that two weeks ago a meeting was called by the <br />counties of Hennepin and Anoka which involved two county engineers, representatives of <br /> <br />City Council Work Session/March 1, 2001 <br /> Page 3 of 10 <br /> <br /> <br />
