City Administrator Norman replied that that would not be acceptable because there would then <br />be no "mixed use". <br /> <br />Councilmember Anderson inquired if it would be possible to complete the Comprehensive Plan <br />and state that there are things that have not yet been decided as part of the Plan. <br /> <br />Councilmember Hendriksen stated that a transportation hub is a permitted use in a mixed use <br />designation and staff is asking him and Councilmember Zimmerman to vote for something they <br />disagree with and trusting staff to do the right thing when they don't trust him. He suggested <br />designating the entire area between Armstrong Boulevard and Ramsey Boulevard as "Places to <br />Work" and then do a transportation overlay at a later date. It would be a way of getting around <br />all of the disagreement. <br /> <br />Ms. Steffen replied that she was hearing that Ramsey does not want an opportunity site and if <br />that is case, then they need to tell her so that the grant can be given to another city. If the <br />Council would finish the Comprehensive Plan discussion then she is willing to discuss a <br />compromise, but if the City does not want the opportunity site grant then it should be removed. <br /> <br />Mayor Gamec inquired if the proposed Land Use map is forwarded to the Met Council and if it <br />appears it will be approved, could the study get started. <br /> <br />Ms. Steffen stated that it appeared obvious while watching the City Council meetings that <br />everyone agreed that placing a rail station at C.R. #56 was not a good idea so she went back to <br />the person that heads the opportunity grant and requested that they call Cal Thorp and ask if there <br />was any way they could get that station moved from C.R. # 56 explaining that there is very little <br />stacking distance and numerous businesses that make the site difficult. She was told that the <br />location of the station could be moved, but it would cost the City $50,000. What she is able to <br />offer the Council is that if the City of Ramsey is willing to go mid-point between Ramsey <br />Boulevard and Armstrong Boulevard, they will complete the study on the 200 acres at no cost to <br />the City. <br /> <br />Councilmember Hendriksen inquired if the $200,000 study grant for Cal Thorp is only for this <br />site or is that the funds to be used on multiple locations. <br /> <br />Ms. Steffen explained that Cal Thorp will be studying six sites. <br /> <br />Councilmember Hendriksen stated that if the pedestrian crossing is going to cost a half a million <br />dollars then the City would be better off moving the station to C.R. #83 and paying the $50,000 <br />to have the study completed. <br /> <br />Councilmember Anderson clarified that grant is $250,000 per site. <br /> <br />Mayor Gamec stated that he would be looking for a private enterprise to run the North Star <br />station, not the City. <br /> <br />City Council Work Session/March 1, 2001 <br /> Page 6 of 10 <br /> <br /> <br />
