Councilmember Anderson stated that she recalled that Councilmember Zimmerman would be <br />willing to agree with half of the area between Armstrong Boulevard and Ramsey Boulevard <br />being designated as mixed use. <br /> <br />Councihnember Zimmerman replied that was before three of the Councilmembers voted to <br />forward the Comprehensive Plan to the Met Council. He stated that he still has problems with <br />the Land Use map. One was that the central planning area had just been added to the map. <br /> <br />Councilmember Anderson inquired if Councihnember Zimmerman felt that there would be a <br />better location for a study area. <br /> <br />Councilmember Zimmerman replied that the City has had a MUSA line for many years and <br />crossing over that line brings on a whole new "ball game". <br /> <br />Mayor Gamec noted that the City Council and the residents make the decision whether or not <br />sewer or water goes into the area. <br /> <br />Councilmember Hendriksen replied that residents have been saying for many years that some of <br />the policies are not what they want and the City Council has chosen to ignore many of the issues. <br /> <br />Councilmember Anderson stated that'there seems to be members of the Council who do not want <br />the opportunity grant or the station. <br /> <br />Councihnember Hendriksen replied that he does not want it in an area that does not benefit the <br />City. He stated that he thinks there is a place for such a development, just not between Ramsey <br />Boulevard and Armstrong Boulevard. <br /> <br />City Administrator Norman noted that industrial space was preserved as requested. <br /> <br />Councilmember Anderson pointed out that the majority of the land is designated as "places to <br />work". <br /> <br />Councilmember Hendriksen replied that he disagrees with a station being placed in the center of <br />Armstrong Boulevard and Ramsey Boulevard because the rest of the land will be displaced by <br />townhomes. <br /> <br />City Administrator Norman replied that zoning would control that. <br /> <br />Councilmember Hendriksen stated that he would like to see the mixed use area located west of <br />Armstrong Boulevard as well as the North Star Corridor station. <br /> <br />Ms. Steffen replied that if the area is moved west of Armstrong, then the City will be out for the <br />opportunity grant. Cai Thorp would be doing a market study as to viable land uses around the <br />station, which would be very valuable to the City.
