Assistant Director of Public Works Olson noted that staff did not send notification of the meeting <br />to any of the residents in the Mallard Ponds subdivision. <br /> <br />Director of Public Works/Fire Chief stated that he wanted to make it clear that the Police Chief <br />and himself are not unsympathetic with the residents, but they do feel that access is imperative to <br />the areas in the City. <br /> <br />Consensus of the Public Works Committee was that there needed to be more than one access into <br />the Mallard Ponds development. <br /> <br />Mr. Backous stated one of the safety issues that needs to be considered is the safety of children. <br /> <br />Chairperson Elvig inquired if Mr. Backous felt that a sign identifying no thru traffic was a <br />reasonable deterrent. <br /> <br />Mr. Backous replied that he thought it was a reasonable compromise, but he suggested that a <br />better option might be to close off Argon to 142nd Avenue. <br /> <br />Councilmember Cook stated that if they were to close off Argon to 142nd Avenue it would <br />eliminate cut through traffic through the neighborhood from TH 47 in addition it would reduce <br />the amount of traffic at 142nd Avenue and TH 47. He felt that was a recommendation that should <br />be seriously considered. <br /> <br />Director of Public Works/Fire Chief Kapler inquired if Street Maintenance Supervisor Riemer had <br />any snow plowing concerns if they were to close off 142nd Avenue. <br /> <br />Street Maintenance Supervisor Reimer replied that the closing of 142nd Avenue would not have a <br />big impact on street maintenance. <br /> <br />Chairperson Elvig stated that he was uncomfortable with making a formal recommendation to the <br />City Council without hearing comments from the residents that are impacted by the change. He <br />suggested that they forward a consensus to the City Council rather than making a formal <br />recommendation. <br /> <br />Consensus of the Public Works Committee was to close the access into the Mallard Ponds <br />subdivision from CR 116, that the emergency gates be removed at Argon Street, and staff <br />research the feasibility of closing 142nd Avenue. <br /> <br />Councilmember Olson inquired if there is some concern with where they are going to pile snow <br />on Argon Street where it meets up with the private road. <br /> <br />Director of Public Works/Fire Chief Kapler replied that the City is going to have to come up with <br />an agreement with the homeowners association on who is responsible for what, but it is a <br />workable issue. <br /> <br />Public Works Committee/January 18, 2005 <br /> Page 12 of 27 <br /> <br /> <br />
