Chairperson Elvig noted that if they are going to eliminate the 142nd access they should probably <br />wait to do so until the improvements at CSAH 5 and Dysprosium are completed. <br /> <br />Case #3: <br /> <br />Receive Petition for the Improvement of Welcome's Road in <br />The NW lA, of the NE lA, of Section 16 <br /> <br />City Engineer Jankowski stated that on October 7, 2004 City staff held a neighborhood meeting <br />with residents of the unpaved streets located in the NW 1/4 of the NE 1/4 of Section 16 to discuss <br />the alternatives and process for improving the condition of their streets. These streets include <br />163rd Lane from Varolite Street to Uranimite Street; Uranimite Street from 163rd Lane to 164th <br />Lane; 164th Lane from Uranimite Street to Sapphire Street; Sapphire Street from 164th Lane to <br />164th Avenue; and 164th Avenue from Sapphire Street to a point 300 feet east thereof. The streets <br />will be collectively referred to as Welcomes Road. On December 10, 2004 a petition was <br />received, which was signed by eleven of the 19 properties benefited by the improvement. A copy <br />of the petition was provided to each of the Committee members along with a sketch of the <br />benefited properties and a listing of the property identification number (PINs) and those <br />respective owners. The process for improving such streets is through the City's financing policy <br />outlined in City Code Chapter 4, which follows Minnesota State Statute 427. This is the process <br />that anticipates the special assessment of at least a portion of the project costs. IN July of 2004 <br />the Public Works Committee recommended that the City contribute 50% of the cost of paving <br />these streets. <br /> <br />Staff recommended that the Public Works Committee recommend to the City Council that a <br />feasibility study be prepared outlining the proposed improvements and associated costs of <br />improving Welcome's Road contingent upon the petition being verified for compliance with the <br />required number of property owner signatures. <br /> <br />It was noted that 14 of 19 property owners have signed the petition. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to recommend to the City <br />Council that a feasibility study be prepared outlining the proposed improvements and associated <br />costs of improving Welcome's Road with the understanding that the City will provide 50 percent <br />of the funding contingent upon the petition being verified for compliance with the required <br />number of property owner signatures. <br /> <br />Further discussion: Councilmember Cook inquired if the project would be completed this <br />summer. City Engineer Jankowski replied that if the project is approved it would probably be <br />completed mid to late summer. Chairperson Elvig stated that he recalled that there was an area of <br />roadway that needed to be realigned that was going to be quite costly. Assistant Director of <br />Public Works Olson replied that was correct. He explained that one section was going to cost <br />about $10,000 to resurvey and realign. Chairperson Elvig wanted to note that the City Council <br />did incorporate these projects in the 2005 budget. <br /> <br />Motion carried.
