Councilmember Olson expressed concern with setting precedent of the City doing work on <br />private property. <br /> <br />Councilmember Cook explained that offering assistance with moving the trees is a way for the <br />City to help out with a new ordinance, but the thing the City needs to worry about is the liability <br />of damaging the yard that can occur with the use of a tree spade. <br /> <br />Chairperson Elvig stated that he would prefer that the City not offer for the City to move the trees <br />onto private property up front. <br /> <br />Director of Public Works/Fire Chief Kapler noted that City staff has been very successful working <br />with residents trying to clear site lines. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Cook, to recommend that the <br />City Council deny the request for the placement of an all way stop at Radium Street and 144th <br />Lane with the contingency that the petitioners are notified prior to the City Council meeting and <br />that staff work with the property owner at 6070 144th Lane in regards to the moving of their pine <br />trees. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson, and Cook. Voting No: <br />None. <br /> <br />Case #5: 2005 Street Maintenance Program <br /> <br />City Engineer Jankowski presented the Committee with the Feasibility Study for the 2005 Street <br />Maintenance Programs. This year's program's consists of eight individual projects addressing the <br />maintenance needs on 20.51 miles of City streets. Projects 05-01 through 05-05, which covers <br />13.55 miles of City streets, will receive a sealcoating preceded by sealing of cracks having widths, <br />which exceed one-quarter inch. Projects 05-06 and 05-08, which involves 6.96 miles of street, <br />will receive a one and one-half inch bituminous overlay of the existing bituminous pavement. The <br />City has conducted an annual street maintenance program since 1981. It has been the City's <br />policy to assess 50 % of the cost associated with these improvements. A complete listing of the <br />City's policies concerning the assessment practices are summarized in Appendix C. It should be <br />noted that Project 05-01 will not be an assessment project since funds for the first sealcoating of <br />newly constructed streets have been escrowed by the project developer for this purpose. In <br />recent years the initial step of this process has been the presentation of the program to the Public <br />Works Committee. Table 6 of the report contains a listing of the schedule of project milestones <br />associated with this program. Staff is open to any direction the Committee may have on the draft <br />Feasibility Study. Staff anticipates presenting the study to City Council on February 8, 2005 and <br />holding a public hearing on the program on March 8, 2005. <br /> <br />Assistant Director of Public Works Olson stated that he was just recently made aware of the fact <br />that there was not adequate funding to complete all of the proposed project with the addition of <br />the Welcome streets project. <br /> <br />Public Works Committee/January 18, 2005 <br /> Page 16 of 27 <br /> <br /> <br />
