Councilmember Cook inquired if there was any other funding option for the Welcome streets <br />project. <br /> <br />Assistant Director of Public Works Olson replied no. He questioned if was possible to pull the <br />Soterberg's 4th and 5th addition overlay projects until 2006. <br /> <br />City Engineer Jankowski replied that those are the projects that would make the most sense to <br />pull. <br /> <br />Street Maintenance Supervisor Riemer stated that he would prefer that they put off the overlay <br />projects rather than any of the sealcoating projects. It was his recommendation to delay the <br />Soterberg's 4th and 5th overlay projects. <br /> <br />Chairperson Elvig inquired if it was possible for the Committee to move all of the projects <br />forward with the understanding that the residents may not accept the Welcome streets project. <br /> <br />City Engineer Jankowski noted that the City does build in for a five percent contingency in the <br />assessment. <br /> <br />Chairperson Elvig stated that he was willing to approve the projects with a maximum amount of <br />$300,000. <br /> <br />Assistant Director of Public Works Olson stated that he would like to research previous minutes <br />regarding the budget to make sure they have a correct understanding of where the funds were <br />coming from to pay for the Welcome streets projects. <br /> <br />Councilmember Cook stated that he recalled the Council discussing the possibility of utilizing <br />storm water utility funds for a portion of the project. <br /> <br />Assistant Director of Public Works Olson replied that staff does anticipate utilizing a portion of <br />the fund for the drainage aspect of the project <br /> <br />Councilmember Cook inquired if they could utilize some of the storm water utility funds for <br />grading and ditching work as well. <br /> <br />Assistant Director of Public Works Olson replied that was a possibility. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Cook, to recommend that the City <br />Council accept the Feasibility Study for the 2005 Street Maintenance Program and set the date of <br />March 8, 2005 for a public hearing, contingent upon staff review and explanation of potential <br />budget constraints within the feasibility study and recommendations thereof. <br /> <br />Further discussion: Councilmember Cook stated that the Council needs to be looking at the 2006 <br />budget and make sure that they are going to be able to get the roads done that need maintenance. <br />He stated that he doesn't want to keep putting off road projects.
