Councilmember Cook agreed that they should be considering the use of electric carts on trails, but <br />only with a permit. <br /> <br />Assistant Director of Public Works Olson inquired as to what the speed standards would be for an <br />electric cart. <br /> <br />Chairperson Elvig replied that is something that staff you would have to research. He envisioned <br />that in order for a person to be able to drive an electric cart on a trail they would have to have a <br />license, brake lights, head lights and the cost of the license would not cheap. He suggested that <br />different trails be listed with appropriate exercise activities. <br /> <br />Councilmember Olson inquired if it would be possible to have the trail on one side of the road <br />accommodate higher activities such as biking and roller blades and the other side for walking <br />traffic. <br /> <br />Chairperson Elvig replied that would free up some of the liability and allow the City to construct <br />walking trails where 20 mph trails would not be feasible. He stated that he would really like to <br />see a three tier trail system. One for traffic, another for transportation, and the third an electric <br />cart trail. <br /> <br />Councilmember Cook stated that having a three tier trail system would be an incredible <br />enforcement problem and it could take up a lot of real estate. <br /> <br />Chairperson Elvig replied that the City could post certain areas as pedestrian only until they get <br />upgraded. <br /> <br />Assistant Director of Public Works Olson stated that main concern for staff at this point is to have <br />some design standard in place for trails. <br /> <br />Councilmember Cook stated that anything that is medium density or higher should have a <br />sidewalk or a trail on both sides of the main arterial roads and one side on all side streets. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Cook, to recommend that the City <br />Council require that a trail or sidewalk be constructed on both sides of the road on all State, <br />County or MSA roads. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Cook, and Olson. Voting No: <br />None. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Olson, to recommend to the City <br />Council that the performance standards be accepted as recommended by City staff with the <br />inclusion of a two foot shoulder width, the elimination of the separation from nearest lane of <br />traffic and interval between 2 percent straight cross slope area, with the condition that they are <br />called transportation trails. <br /> <br />Public Works Committee/January 18, 2005 <br /> Page 23 of 27 <br /> <br /> <br />
