Voting No: <br />None. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Cook, to recommend to the City <br />Council that medium density or higher developments require sidewalks on both sides of the main <br />arterial public road and sidewalks on one side of the road on all secondary streets whether they <br />are private or public including cul-de-sacs longer than 300 feet or if the cul-de-sac has a trail <br />connection to an adjacent property. <br /> <br />Further discussion: Assistant Director of Public Works Olson expressed concern with requiring <br />sidewalks on private drives especially within Town Center because it makes it difficult to meet the <br />density requirements. Councilmember Cook questioned how the City can say they are developing <br />pedestrian friendly developments if they develop them without sidewalks. Assistant Director of <br />Public Works Olson replied that they will still have to construct the sidewalks on both sides of the <br />public streets. The situation he is concerned with is where a townhome development fronts a <br />public road with a sidewalk and the private streets are primarily used for parking. Councilmember <br />Cook agreed that in those situations it probably would not make sense to have a sidewalk. <br />Chairperson Elvig inquired if they were referring to alleyways. Councilmember Cook replied yes. <br />Assistant Director of Public Works Olson explained that all townhome developments are now <br />required to have a main public thoroughfare through the development so the City would no longer <br />have a situation where there would be all private roads within a development. Chairperson Elvig <br />replied that that may be the case, but he could still think of reasons why there should be sidewalks <br />on private roads within medium to high-density developments. Staff requested more time to work <br />on the issue further. <br /> <br />Motion was withdrawn. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Cook, to table action relating to the <br />requirement of sidewalks on private roads within a medium or higher density development. <br /> <br />Motion carried. Voting No: <br />None. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to recommend to the City <br />Council that where feasible a trail should be constructed two feet within the property line and <br />where it is not feasible the trail should be constructed two feet within right of way from the <br />property line. <br /> <br />Motion carried.
