Case #8: Consider Change for Elmcrest Park Parking Lot Improvements <br /> <br />Assistant Public Works Director Olson indicated Elmcrest Park parking lot improvements were <br />approved for construction on July 2004. Soil borings indicated that clay soils were present under <br />most of the parking areas. The contractor encountered soft wet soils in the southern area of the <br />park while placing the class 5 aggregate. They discontinued placing aggregate in that area. He <br />explained the City received an inquiry from the local supplier of shredded tire chips last fall. The <br />vendor was looking for an opportunity to demonstrate the advantages of using tire chips as fill <br />over soft ground. Staff felt the proposal had merit, and the City is looking at constructing trails <br />over soft ground in the future. <br /> <br />Assistant Public Works Director Olson explained the Master Trail plan shows a trail connecting <br />Elmcrest Park and Central Park following County Ditch 66. The proposed sanitary sewer <br />extension alignments also follow the county ditches. Maintenance crews will need access to the <br />new sanitary sewer manholes. Construction of paths near the sanitary sewer alignment will <br />provide an access route for the maintenance crews. Construction of the test sections will allow <br />evaluation of the different construction methods. He explained staff prepared plans for test <br />sections to compare the tire chips to trail construction methods previously used in the City. The <br />vendor donated the tire chips for the project. The test sections are all approximately 150 feet <br />long over similar ground. He reviewed a description of the test sections. He explained the paving <br />contractor was contacted about spreading the chips, all of their workers were laid off so they <br />were not able to do the work at that time. The City asked for quotes from several small <br />contractors that had crews available and selected the lowest quote. The lowest quote was <br />received from Dryden Excavating for $10,000. The paving contractor will install the class 5 and <br />pavement on the sections, the City will not require the contractor to warranty the pavement for <br />these sections since they were constructed by others under City direction. <br /> <br />Acting Chairperson Cook inquired about the cost difference between the rubber chips and the <br />other methods. <br /> <br />Assistant Public Works Director Olson replied the tire chips were donated. It is not much more <br />expensive to do the tire chips, but the amount of sand required and the geotextile get rather <br />expensive. The tire chips need to go 26 feet wide and he wants to be certain it is the best <br />solution. He advised staff recommends that the Committee approve the payment to Dryden <br />Excavating for $10,000 and forward the request for payment to the City Council for approval. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Olson, to recommend that the City <br />Council approve the payment to Dryden Excavating for $10,000. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Cook, Mayor Gamec and Councilmember <br />Olson. Voting No: None.
