City Engineer Jankowski stated Staff proposes that this issue be resolved by removing and <br />replacing all broken sidewalks within the development. In addition where broken sidewalks occur <br />within driveways, the adjacent unbroken but substandard 4-inch sidewalk blocks would also be <br />replaced. The estimated cost of this work is $17,000. Royal Oak Realty currently has various <br />escrow balances in the amount of $38,385 with the City. Staff further proposes that the City <br />authorize the repair and fund the cost through the use of these escrow funds and that the balance <br />of these funds be retained to address the repair needs of any additional repairs that occur within <br />driveways within this subdivision. There would remain 34 four inch thick driveway sidewalks <br />which could be expected to cost about $1160 each to replace should they fail in the future. <br /> <br />City Engineer Jankowski advised that Staff recommends the Public Works Committee recommend <br />to City Council that it be authorized to the repair of deficient sidewalk within The Ponds <br />subdivision following receipt of quotations, and further recommend that all remaining escrow <br />funds from developer be retained to pay for existing and future repair work. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Olson, to recommend to City Council that <br />staff be authorized to repair the of deficient sidewalk within The Ponds subdivision following <br />receipt of quotations, and further recommend that all remaining escrow funds from developer be <br />retained to pay for existing and future repair work. <br /> <br />Councilmember Olson stated that it looks as though the replacement of the 34 that remain would <br />actually be more than the $39,000 they currently have in escrow. <br /> <br />City Engineer Jankowski stated they are assuming not all of them are going to break. He stated <br />they thought it would be better to take the remainder of the money that they have and hold it in <br />escrow to replace the sidewalks that do break. <br /> <br />Chairperson Elvig asked if they looked at these on a yearly basis and then repair and then just <br />keep it indefinitely. <br /> <br />Mayor Gamec stated it would be probably cheaper to do more at a time. <br /> <br />Public Works Director Kapler stated that they had figured they were all going to break, so it was <br />in their best interests to get that money up front to pull it from than to wait and stretch it out. <br /> <br />Chairperson Elvig stated that the City basically owns the sidewalks. <br /> <br />Councilmember Olson asked if this was all verbal. <br /> <br />City Engineer Jankowski stated in November they had said they would like to schedule to replace <br />these substandard sidewalks. In late October, they were advised that on September 2 portions of <br />the sidewalk had not been installed to City standard. He stated that all of the sidewalks that are <br />currently broken are to be removed and replaced with a six-inch thick wall.
