potential along this corridor. Staff recommends that the Committee recommend to the City
Council that a resolution be passed requesting that a speed study be conducted along the length
Riverdale Drive from Ramsey Boulevard to Tungsten Street for the purpose of establishing
appropriate speed limits through this segment of roadway. Staff further recommends that the
limits of such a study be extended west to Ramsey Boulevard and eastward to Tungsten Street so
that the entire contiguous length of this roadway will be considered. It is possible that the
Commissioner's final recommendation could have multiple speed limit zones along the length of
the study section.

City Engineer Jankowski stated that one of the main factors the Department uses in setting
appropriate speed is what people are driving, which is probably going to be between 35 and 40, so
he's pretty confident they are going to come back with a recommendation to raise the speed limit
from 30 miles per hour to 35, and they would lobby the Commissioner of MnDOT to get that, but
they are "rolling the dice" a little bit here.

Mayor Gamec stated that a study is fine, but the gentleman is just better off to leave it at 30 miles
per hour.

City Engineer Jankowski stated Mr. Sherman wants it raised and it's hard to respond to his
argument because the data suggests that people are comfortable driving faster.

Chairperson Elvig stated he equates this to a Dysprosium where it's residential on both sides and
difficult to drive at 30 miles an hour because it's so wide.

Motion by Chairperson Elvig, seconded by Mayor Gamec, to recommend that the City Council
adopt a resolution requesting that a speed study be conducted along the length Riverdale Drive
from Ramsey Boulevard to Tungsten Street for the purpose of establishing appropriate speed
limits through this segment of roadway.

Motion carried. Voting Yes: Chairperson Elvig, Mayor Gamec, and Councilmember Olson.
Voting No: None.

Case #6: Update on TH 47 Safety Improvement Project

City Engineer Jankowski noted the memorandum from MnDOT relative to the TH 47
construction project which is scheduled to take place this summer. He also noted excerpts from
the Project Memorandum and the construction plans (which are about 30% complete at this
point) for those portions of the project which are located within the City.

City Engineer Jankowski reviewed that this project has been discussed previously by the Public
Works Committee at the January and February meetings. The elements of the project which are
included in the draft plans that are consistent with the recommendations of the City Council are as
follows:

Public Works Committee / April 19, 2005
