· Construction of a three-fourths access median at TH 47 and 142nd Avenue (The current <br /> plans are not sufficiently detailed to show whether the existing cross walk is being <br /> removed, as requested by the Council) <br />· Construction of a free right turn lane for eastbound CSAH 5 to southbound TH 47 <br />· Construction of a north bypass lane at 157th Avenue <br />· The removal of the "hump" south of 160th Avenue <br /> <br />City Engineer Jankowski advised that the City Council also requested two additional elements <br />which are not currently included within the scope of this project. The City requested that a <br />pedestrian signal be installed in the vicinity of 142nd Avenue and that turn lanes be installed at <br />180th Lane. MnDOT has advised that they would not be able to get the turn-lanes in at 180th Lane <br />with this project due to utility, bridge (Ford Brook crosses TH 47 450 feet north of 180th Lane), <br />and timing problems. These can either go in later through a permit by the City or MnDOT could <br />install them a portion of another project in the next three to four years. <br /> <br />City Engineer Jankowski noted the memo in the staff report advises of the need for a couple of <br />detours associated with this project. The first detour would come early in the project when traffic <br />would be rerouted between CR 116 and TH 10 while the segment through Anoka was being <br />overlaid. Another detour would be required for a short duration when the "hump" is being <br />removed south of 167th Avenue. The other project elements would be constructed under traffic. <br /> <br />Chairperson Elvig stated as he recalled the discussion, citizens on the east side of TH 47 raised <br />the concern that there needed to be a left-hand turn signal at the Holiday station or, if they were <br />boxed in there, there is no way out. He recalled one of the things mandated in the motion was <br />that if they are going to do a three-quarter access, it has to be a signaled light for the left-hand <br />turn because they are constantly merging together at one time. He didn't know that the right- <br />hand free turn allowed the freedom of westbound people at the west and southbound at the <br />Holiday station to get on there. <br /> <br />City Engineer Jankowski stated page 50 of the meeting packet showed the sketch of their <br />proposal and it appeared it would be possible to do that. <br /> <br />Chairperson Elvig stated that the bumper is coming together. <br /> <br />Mayor Gamec stated they had set the timing of that light because right now the light is so short, <br />and that was the one that they were coordinating. <br /> <br />Assistant Director of Public Works Olson stated they didn't talk about that, but he thought this <br />was their solution to that problem. <br /> <br />Chairperson Elvig stated with the median it may not be necessary at all. <br /> <br />Mayor Gamec stated if you had more time at the light, you would have less trouble and it would <br />be a quick solution to the timing to do the other ones.
