Ms. Peterson stated if he was going to subdivide that three acres into five homes and sell those
lots at $80,000 apiece, he has pretty much paid for his water.

Mayor Gamec stated it will be more than $80,000 for those lots, and it would be more like
$250,000 with a house on them.

Ms. Peterson stated that he isn't very far from hooking up to that building.

Chairperson Elvig stated he would have to talk to the engineers.

Ms. Peterson stated he is not far, and if he sells five or six lots, he has paid for the city sewer and
water.

Mayor Gamec stated if he wants to do it, pay for it completely, and not affect anyone else, it's
pretty hard to deny. But, the question is whether or not they even want to get into that area.

Ms. Peterson asked if that was something they do as a City Council.

Chairperson Elvig stated they have to shut this down because they have to make an opinion on
what the City Council is going to do.

Ms. Peterson asked if they could deny it.

Chairperson Elvig stated he didn't know. He stated the Committee can receive the Petition
opposing this project and forward it to the City Council for a recommendation. He didn't want to
get into opinion throwing of what the Council may or may not do at this point. He stated this
gentleman will have to come and talk to staff about how big of a pit they would have to run, and
that it could be an enormous cost. He stated they would not allow a lift station there, and it's not
a simple hook-up. He stated they'll have to have an 18-inch pipe so restoration alone is going to
be huge, and his guess is that they probably won't bring it forward.

Public Works Director Kapler stated that the neighborhood is obviously concerned, so he
suggested expanding the notification ring to include everybody on the list.

Chairperson Elvig stated they would make sure everybody on the petition gets notified.

Gene Leonard, 8005 -142nd Avenue, asked how they will be assessed in the event they ever do
have sewer and water come onto their property.

Assistant Director of Public Works Olson explained that if Mr. Tremaine decided that he wanted
to petition for sewer and water, he would have to pay the entire cost of the pipe on both sides of
the street. He further explained the City would not allow a road to be dug up and leave the
services off to the other side of the street so that it has to be dug into in the future, and if and
when somebody else decides to hook up. At that time, they would pay a lateral benefit, a trunk
benefit, and fees that would be associated with the equivalent pipe on the road.

Public Works Committee / April 19, 2005
