<br /> 4 p, workshops by a large committee appointed by the Council that identified problems and
<br /> -1'' ' ' "` opportunities,potential responses,three general alternatives and a concept plan. Fringe
<br /> :' growth management,annexation and intergovernmental relations were prime elements of

<br /> strongly on the issue of managing fringe growth. A major achievement of this effort was

<br /> municipal annexation and utility extensions that would allow the city to expand in a
<br /> compact, cost effective manner.

<br />_. The plan was a joint effort of the City of Springfield and Greene County,Missouri.
<br /> Consequently,the project team was able to craft a vision that encompassed the entire
<br />—" metropolitan community and its hinterland. Urban growth could be managed effectively
<br /> because of the cooperation of the county on zoning, and features that cross jurisdictional
<br /> boundaries, such as roads and surfacewater,could be planned comprehensively. The
<br /> multi jurisdictional nature of the process also led to the creation of a joint city-
