OMNI <br /> OMNI <br /> - Understanding and Approach <br /> Understanding <br /> We understand that the City of Ramsey seeks assistance in preparing a 2030 <br /> comprehensive plan in conformance with the Metropolitan Council Guidelines. <br /> Assistance is desired on the following plan components: <br /> Primary Responsibilities Secondary Responsibilities <br /> • Land use plan • Housing plan <br /> • Transportation plan • Sewer plan <br /> • Environmental resources • Water plan <br /> • Economic development • Parks and trails plan <br /> • Intergovernmental • Central rural reserve study <br /> coordination • Natural resources inventory <br /> • Capital improvement plan <br /> • Open space/greenway plan <br /> The items of secondary responsibility would involve understanding their implications for <br /> - the rest of the plan,providing short summaries,and incorporating them into the <br /> comprehensive plan document without change. <br /> ._ Land Use Alternatives: The City wishes to prepare and evaluate two or three alternative <br /> land use scenarios for the unsewered northeastern half of the community, including <br /> studying their effects on the roadway system. The evaluation would should consider <br /> various lot sizes,average housing densities, clustering schemes,transfer of development <br /> rights,private redevelopment and the possibility of someday serving the area with public <br />-- sewer and water lines. This would be the major issue to be addressed in the planning <br /> process. <br /> Public Involvement: Effective public engagement and communication are essential to <br /> the quality and acceptance of the plan. The consultant should propose a comprehensive <br /> program of meetings,workshops, interviews, staff meetings and public communications <br />„_ that runs throughout the entire planning process.
