Understanding and Approach — <br /> Philosophy and Approach <br /> Our philosophy and approach to preparing The Ramsey Comprehensive Plan Update is _,_, <br /> outlined below. <br /> 1. Effectively involve the public and agencies <br /> 2. Capitalize on amenities, location and access <br /> 3. Incorporate the findings of previous studies -- <br /> 4. Protect natural resources <br /> 5. Analyze traffic for each land use alternative <br /> 6. Provide concise and understandable background information ,^ <br /> 7. Prepare a usable plan <br /> 8. Make the plan strategic but comprehensive '- <br /> 9. Meet the requirements of the Metropolitan Council 10. Assign an experienced project manager <br /> 11. Collaborate with City staff. -- <br /> 1. Effectively Involve the Public and Agencies _ <br /> Need — <br /> It goes without saying that leaders and citizens from the City understand the plan and <br /> generally endorse it in order for it to be effective and usable. A related need is to educate <br /> and inform citizens and civic leaders about good planning practices and growth strategies. <br /> Thus,public participation and communication will be the most important element of the <br /> planning process. <br /> Response <br /> Public engagement techniques that we propose to use are: — <br /> • Incorporate the outcome of Ramsey 3 <br /> • Meetings with a citizens advisory committee(approximately one per month) <br /> • Meetings with the City Planning Commission and/or City Council(beginning,middle _ <br /> and toward the end of the process) <br /> • Public"open house"presentation combined with a formal presentation with questions —' <br /> and answers; PowerPoint presentations <br /> • Draft plan documents <br /> • The City's Web site — <br /> • A summary chapter that could be distributed independently. <br /> McCombs Frank Roos Team 6-2 City of Ramsey <br />
