Understanding and Approach <br /> Ramsey 3 <br /> Two years ago, a group of local citizens initiated a process to discuss the future of the <br /> Ramsey community. In the first year,the group explored ideas such as The New <br /> Urbanism and how other communities had applied its concepts of community,human <br /> scale and walkability. Now,the stage is set to take the discussion to the next level in a <br /> planning and community involvement process called Ramsey 3,which will be an <br /> "' exciting,highly valuable basis and guide for the comprehensive plan. <br /> • Ramsey 1 will consist of four public forums and staff/Council workshops with <br /> nationally-renowed experts in transportation, innovative zoning,regional <br /> intersections and community ecology. The forums will be held in February,March <br /> and April of this year. <br /> • Ramsey 2 will an innovative community-wide visioning meeting held on May 4 and <br /> 5, 2007. <br /> — • Ramsey 3 will prepare the working document that will guide the new comprehensive <br /> plan based on the vision articulated in Ramsey 2. <br /> Bill Weber has prepared other;comprehensive plans founded on similar"visioning" <br /> processes. Examples arb tliaward-winning plan for Eau Claire Wisconsin,and the <br /> 1996 plan for Springatld,Missouri. The principles distilled from Ramsey 3 should be <br /> stated at the begit niiig aeurh plan chapter and woven into all objectives and policies. <br /> The entire report should be included as an appendix or chapter of the comprehensive <br /> plan. If selected,our team will attend all of the Ramsey 3 meetings to hear the ideas <br /> firsthand. <br /> Effective public communication and participation will be key to resolving the difficult <br /> issues and creating an acceptable plan for Ramsey. Our planning "students"would be <br /> members of the public,City Council and Planning Commission members, and City staff. <br /> Our education process will help people understand the reasoning behind our <br /> — recommendations and provide a common level of knowledge from which discussion can <br /> take place. <br /> OMNI <br />-- Reach out to All Segments,Including Potential Objectors <br /> To gain acceptance and lasting support for the plan, it will be essential to reach out to all <br /> segments of the affected public and involve them in meaningful ways. hi particular, <br />— potential objectors must be involved from the outset and their views incorporated into the <br /> discussion, lest they raise objections only after decisions have been made. <br /> ffd <br /> McCombs Frank Roos Team 6-3 City of Ramsey <br />
