Understanding and Approach <br /> Build Support <br /> Our planning team will employ a variety of techniques through the process to build <br /> support. The result should be informed consent,which is not necessarily the same as -- <br /> consensus. Informed consent means that the broad segments of the community have had <br /> ample opportunities to learn about and shape the plan and,because of those opportunities, <br /> either support the outcome or suspend their opposition. -- <br /> Provide Opportunities for Both Active and Passive Participation <br /> Participation in the planning process may be active,passive, or both,depending on the ., <br /> inclination of each citizen and the stage in the process. Local cable TV can be used effectively to <br /> show committee meetings. (Reality <br /> programming at its best.) <br /> The Active Public ._ <br /> One tier of participation strategies is intended for those who tend to be actively engaged in <br /> the community; people who participate in civic organizations,civic clubs,business groups <br /> and other organized interests. <br /> Outreach activities for the Active Public could include small-group meetings, individual ._ <br /> briefings, cluster meetings, interactive workshops and"focus groups." To get beyond the <br /> "usual suspects,"we have found a proactive"go to where they are"approach to be <br /> effective(e.g.,attend meetings of the townships).
