Informed consent means that the broad segments of the community have had <br /> ample opportunities to learn about and shape the plan and,because of those opportunities, <br /> either support the outcome or suspend their opposition. -- <br /> Provide Opportunities for Both Active and Passive Participation <br /> Participation in the planning process may be active,passive, or both,depending on the ., <br /> inclination of each citizen and the stage in the process. To get beyond the <br /> "usual suspects,"we have found a proactive"go to where they are"approach to be <br /> effective(e.g.,attend meetings of the townships).
