S. 3021-23 <br />the non -Federal sponsor, the Secretary shall provide such <br />credit for work completed under an agreement that pre- <br />scribes the terms and conditions for the in -kind contribu- <br />tions.". <br />SEC. 1148. BENEFICIAL USE OF DREDGED SEDIMENT. <br />(a) IN GENERAL. —In carrying out a project for the beneficial <br />reuse of sediment to reduce storm damage to property under section <br />204 of the Water Resources Development Act of 1992 (33 U.S.C. <br />2326) that involves only a single application of sediment, the Sec- <br />retary may grant a temporary easement necessary to facilitate <br />the placement of sediment, if the Secretary determines that <br />granting a temporary easement is in the interest of the United <br />States. <br />(b) LIMITATION. —If the Secretary grants a temporary easement <br />under subsection (a) with respect to a project, that project shall <br />no longer be eligible for future placement of sediment under section <br />204 of the Water Resources Development Act of 1992 (33 U.S.C. <br />2326). <br />SEC. 1149. INCLUSION OF ALTERNATIVE MEASURES FOR AQUATIC ECO- <br />SYSTEM RESTORATION. <br />(a) INCLUSION OF ALTERATIVE MEASURES FOR AQUATIC Eco- <br />SYSTEM RESTORATION. —Section 206 of the Water Resources <br />Development Act of 1996 (33 U.S.C. 2230) is amended— <br />(1) by redesignating subsection (e) as subsection (f); and <br />(2) by inserting after subsection (d) the following: <br />"(e) USE OF NATURAL AND NATURE -BASED FEATURES. —In car- <br />rying out a project to restore and protect an aquatic ecosystem <br />or estuary under subsection (a), the Secretary shall consider, and <br />may include, with the consent of the non -Federal interest, a natural <br />feature or nature -based feature, as such terms are defined in section <br />1184 of the Water Resources Development Act of 2016, if the <br />Secretary determines that inclusion of such features is consistent <br />with the requirements of subsection (a).". <br />(b) AMENDMENT TO DEFINITION. —Section 1184(a)(2) of the <br />Water Resources Development Act of 2016 (33 U.S.C. 2289a(a)(2)) <br />is amended by striking "in coastal areas". <br />(c) NATURAL INFRASTRUCTURE. —In carrying out a feasibility <br />report developed under section 905 of the Water Resources Develop- <br />ment Act of 1986 (33 U.S.C. 2282) for a project for flood risk <br />management or hurricane and storm damage risk reduction, the <br />Secretary shall consider the use of both traditional and natural <br />infrastructure alternatives, alone or in conjunction with each other, <br />if those alternatives are practicable. <br />SEC. 1150. REGIONAL SEDIMENT MANAGEMENT. <br />Section 204(a)(1)(A) of the Water Resources Development Act <br />of 1992 (33 U.S.C. 2326(a)(1)(A)) is amended by inserting "including <br />a project authorized for flood control," after "an authorized Federal <br />water resources project,". <br />SEC. 1151. OPERATION AND MAINTENANCE OF NAVIGATION AND <br />HYDROELECTRIC FACILITIES. <br />
