S. 3021-41 <br />project for flood risk management, San Luis Rey River Flood Control <br />Protection Project, California. <br />(e) HUNTINGDON COUNTY, PENNSYLVANIA.— <br />(1) IN GENERAL. —The Secretary shall expedite the updating <br />of the master plan for the Juniata River and tributaries project, <br />Huntingdon County, Pennsylvania, authorized by section 203 <br />of the Flood Control Act of 1962 (Public Law 87-874; 76 Stat. <br />1182). <br />(2) PROCEss.—In carrying out subsection (a), the Secretary <br />shall update the master plan in accordance with section <br />1309(a)(2) of the Water Resources Development Act of 2016 <br />(Public Law 114-322; 130 Stat. 1693). <br />(f) UPPER MISSOURI RIVER BASIN FLOOD AND DROUGHT MONI- <br />TORING. —The Secretary shall expedite activities authorized under <br />section 4003(a) of the Water Resources Reform and Development <br />Act of 2014 (128 Stat. 1311, 130 Stat. 1677). <br />(g) PROJECT MODIFICATIONS FOR IMPROVEMENT OF ENVIRON- <br />MENT. —For fiscal years 2019 and 2020, the Secretary shall give <br />priority to projects that restore degraded ecosystems through modi- <br />fication of existing flood risk management projects for projects— <br />(1) authorized under section 1135 of the Water Resources <br />Development Act of 1986 (33 U.S.C. 2309a); and <br />(2) located within the Upper Missouri River Basin. <br />(h) EXPEDITED COMPLETION OF CERTAIN PROJECTS. —It iS the <br />sense of Congress that the Secretary should provide funding for, <br />and expedite the completion of, the following projects: <br />(1) West Haven, Connecticut, as authorized by section 101 <br />of the River and Harbor Act of 1954 (68 Stat. 1254) and section <br />3 of the Act of August 13, 1946 (60 Stat. 1056, chapter 960; <br />33 U.S.C. 426g). <br />(2) Providence River, Rhode Island, as authorized by the <br />first section of the Act of August 26, 1937 (50 Stat. 845, chapter <br />832) and section 301 of the River and Harbor Act of 1965 <br />(79 Stat. 1089). <br />(3) Morganza to the Gulf, Louisiana, as authorized by sec- <br />tion 7002(3) of the Water Resources Reform and Development <br />Act of 2014 (128 Stat. 1368). <br />(4) Louisiana Coastal Area, Louisiana, as authorized by <br />section 7002(5) of the Water Resources Reform and Develop- <br />ment Act of 2014 (128 Stat. 1369). <br />(5) Louisiana Coastal Area —Barataria Basin Barrier, Lou- <br />isiana, as authorized by section 7002(5) of the Water Resources <br />Reform and Development Act of 2014 (128 Stat. 1370). <br />(6) West Shore Lake Pontchartrain, Louisiana, as author- <br />ized by section 1401(3) of the Water Resources Development <br />Act of 2016 (130 Stat. 1712). <br />(7) Southwest Coastal Louisiana, Louisiana, as authorized <br />by section 1401(8) of the Water Resources Development Act <br />of 2016 (130 Stat. 1715). <br />(8) West Thompson Lake, Connecticut, as authorized by <br />section 203 of the Flood Control Act of 1960 (74 Stat. 489). <br />
