S. 3021-42 <br />(1) conduct a study on the benefit -cost procedures of the <br />Secretary and the Director of the Office of Management and <br />Budget (referred to in this section as the "Director"), including — <br />(A) an examination of the benefits and costs that the <br />Secretary and the Director do and do not include in the <br />benefit -cost calculation, including, at a minimum, local and <br />regional economic benefits; and <br />(B) a review of the calculation, if any, of navigation <br />benefits used in a benefit -cost calculation for a non-commer- <br />cial harbor that is used by a State maritime academy <br />(as defined in section 51102 of title 46, United States <br />Code) for military training purposes; and <br />(2) submit to Congress a report that — <br />(A) describes the results of the study under paragraph <br />(1); and <br />(B) includes recommendations for legislative or regu- <br />latory changes to improve the benefit -cost analysis proce- <br />dures of the Secretary and the Director. <br />SEC. 1205. HARBOR MAINTENANCE TRUST FUND REPORT. <br />(a) DEADLINE. —Not later than 180 days after enactment of <br />this Act, the Secretary shall submit reports under section 210(e)(3) <br />of the Water Resources Development Act of 1986 (33 U.S.C. <br />2238(e)(3)) and section 330 of the Water Resources Development <br />Act of 1992 (26 U.S.C. 9505 note; Public Law 102-580) to the <br />Committee on Transportation and Infrastructure of the House of <br />Representatives and to the Committee on Environment and Public <br />Works of the Senate. <br />(b) ADDITIONAL INFORMATION. —For each report described in <br />subsection (a) that is submitted after the date of enactment of <br />this Act, the Secretary shall include, on a project -by -project basis, <br />additional information identifying— <br />(1) the most recent fiscal year for which operations and <br />maintenance activities have been carried out and the cost of <br />those activities; and <br />(2) the operations and maintenance activities that were <br />performed through either a recommendation from Congress <br />or unspecified funds made available for ongoing work. <br />(c) AVAILABILITY. —The Secretary shall make publicly available <br />all reports described in subsection (a) submitted before, on, or <br />after the date of enactment of this Act. <br />SEC. 1206. IDENTIFICATION OF NONPOWERED DAMS FOR HYDRO- <br />POWER DEVELOPMENT. <br />(a) IN GENERAL. —Not later than 18 months after the date <br />of enactment of this section, the Secretary shall develop a list <br />of existing nonpowered dams owned and operated by the Corps <br />of Engineers that have the greatest potential for hydropower <br />development. <br />(b) CoNSIDERATIONs.—In developing the list under subsection <br />(a), the Secretary may consider the following: <br />(1) The compatibility of hydropower generation with <br />ovi a+incs n11rnnana of+ho rIam <br />
