S. 3021-43 <br />(4) Whether hydropower is an authorized purpose of the <br />dam. <br />(c) AVAILABILITY. —The Secretary shall provide the list devel- <br />oped under subsection (a) to the Committee on Transportation <br />and Infrastructure of the House of Representatives and the Com- <br />mittee on Environment and Public Works of the Senate, and make <br />such list available to the public. <br />SEC. 1207. STUDY ON INNOVATIVE PORTS FOR OFFSHORE WIND <br />DEVELOPMENT. <br />(a) DEFINITION OF INNOVATIVE PORT FOR OFFSHORE WIND <br />DEVELOPMENT. —In this section, the term "innovative port for off- <br />shore wind development" includes any federally authorized port <br />or harbor that can accommodate (including through retrofitting)— <br />(1) the upright assembly of the majority of an offshore <br />wind facility, including the foundation, tower, turbine, blade, <br />and electrical components; <br />(2) an assembly area, ground -bearing pressure, and over- <br />head clearance for the assembly of offshore wind facility tur- <br />bines, which each have a capacity of up to 20 megawatts; <br />(3) a heavy -lift quay and not less than 25 acres of port <br />storage; <br />(4) innovative offshore wind facility and vessel technologies <br />that allow for the rapid installation of an offshore wind facility; <br />and <br />(5) any other innovative offshore wind facility technology, <br />as determined by the Secretary. <br />(b) STUDY AND REPORT.— <br />(1) IN GENERAL. —Not later than 1 year after the date <br />of enactment of this Act, the Secretary shall — <br />(A) in consultation with the all appropriate Federal <br />agencies, carry out a study of all federally authorized ports <br />and harbors, including in the Mid -Atlantic, Gulf Coast, <br />West Coast, Great Lakes, and New England regions of <br />the United States, to identify— <br />(i) not less than three suitable federally authorized <br />ports and harbors in those regions that could become <br />innovative ports for offshore wind development; <br />(ii) barriers to the development of innovative ports <br />for offshore wind development; <br />(iii) the Federal and State actions, including <br />dredging and construction of supporting infrastructure, <br />needed to facilitate the development of the federally <br />authorized ports and harbors identified under clause <br />(i) to become innovative ports for offshore wind develop- <br />ment; and <br />(iv) recommendations on any further research <br />needed to improve federally authorized ports and har- <br />bors in the United States for offshore wind facility <br />development and deployment; and <br />(B) submit to Congress a report describing the results <br />of the study under subparagraph (A). <br />(91 Pr TTCTTT TATTr M —Tr, rorr r r. r run+ +h a cfnrw nnrLor n�r�_ <br />
