S. 3021-44 <br />(C) units of local government; and <br />(D) relevant experts in engineering, environment, and <br />industry considerations. <br />SEC. 1208. INNOVATIVE MATERIALS AND ADVANCED TECHNOLOGIES <br />REPORT. <br />Not later than 1 year after the date of enactment of this <br />Act, the Secretary shall submit to Congress a report that— <br />(1) describes activities conducted by the Corps of Engineers <br />at centers of expertise, technology centers, technical centers, <br />research and development centers, and similar facilities and <br />organizations relating to the testing, research, development, <br />identification, and recommended uses for innovative materials <br />and advanced technologies, including construction management <br />technologies, in water resources development projects; and <br />(2) provides recommendations for types of water resources <br />development projects in which innovative materials and <br />advanced technologies should be used. <br />SEC. 1209. STUDY AND REPORT ON EXPEDITING CERTAIN WAIVER <br />PROCESSES. <br />Not later than 1 year after the date of enactment of this <br />Act, the Secretary shall complete and submit to the Committee <br />on Environment and Public Works of the Senate and the Committee <br />on Transportation and Infrastructure of the House of Representa- <br />tives a report based on the results of a study on the best options <br />available to the Secretary to implement the waiver process for <br />the non -Federal cost share under section 116 of the Energy and <br />Water Development and Related Agencies Appropriations Act, 2010 <br />(Public Law 111-85; 123 Stat. 2851). <br />SEC. 1210. REPORT ON DEBRIS REMOVAL. <br />Not later than 180 days after the date of enactment of this <br />Act, the Secretary shall submit to Congress and make publicly <br />available a report that describes— <br />(1) the extent to which the Secretary has carried out section <br />3 of the Act of March 2, 1945 (33 U.S.C. 603a); and <br />(2) how the Secretary has evaluated potential work to <br />be carried out under that section. <br />SEC. 1211. CORPS FLOOD POLICY WITHIN URBAN AREAS. <br />Not later than 1 year after the date of enactment of this <br />Act, the Secretary shall report to the Committee on Transportation <br />and Infrastructure of the House of Representatives and the Com- <br />mittee on Environment and Public Works of the Senate on— <br />(1) flooding within urban floodplains; and <br />(2) the Federal policy constraints on the ability of the <br />Secretary to address urban flooding, including the regulations <br />under part 238 of title 33, Code of Federal Regulations (as <br />in effect on the date of enactment of this Act) (including the <br />limitation under section 238.7(a)(1) of that title that allows <br />the Secretary to provide assistance only where the flood dis- <br />charge of a stream or waterway within an urban area is greater <br />
