being assessed something. <br /> <br />City Engineer Jankowski stated notices were not sent to those residents and there will be no <br />assessments to them. <br /> <br />Citizen Input <br /> <br />John Haubrich, 15156 Nowthen Boulevard NW, Ramsey, stated he signed a contract with the <br />City when developing Haubrich's Addition and paid into escrow for sealcoating 151st Lane <br />which never happened. Then, in four years, it was torn up to install water and sewer. He stated <br />that he would like the escrow he paid put toward this improvements. <br /> <br />City Engineer Jankowski stated Mr. Haubrich would be assessed under a different project <br />number, Project #01-03. He explained that this is a unique situation since he did pay the sealcoat <br />escrow money and it came to pass that the pavement was never sealcoated because the sewer and <br />water project came in during 1996. He stated he did not recall that bit of history until Mr. <br />Haubrich approached him tonight. City Engineer Jankowski stated the City usually puts down <br />the first seal at five years and the second seal at 12 years. It has now been 11 years since the <br />escrow was paid. <br /> <br />Councilmember Zimmerman asked if money was escrowed from County Road #5 when Fox <br />Knoll Addition was done. <br /> <br />City Engineer Jankowski stated it was escrowed only from the eastern boundary of Fox Knoll to <br />the end. <br /> <br />Ms. Benson, 17735 Erkium Street NW, Ramsey, objected to an assessment of $710 to regrade <br />the road. She stated she has lived in that area for 27 years and paid for that road to be put in. <br />She stated the road had the same cracks when it was first installed. She advised that the road <br />graders just went by today and left snow on the roadway. <br /> <br />City Engineer Jankowski stated that road was constructed in 1980, sealed the first time in 1986, <br />and again in 1984, and it is time for the road to be sealed again. He stated overlaying was done <br />between 1975 and 1980. He explained that due to the number of cracks, the seals are no longer <br />effective. <br /> <br />Ms. Benson asked when something was done with County Road 27. <br /> <br />Mayor Gamec stated the City has nothing to do with County roads but the City has been in <br />contact with the County about that issue. He advised that due to the budget, the County is <br />currently behind on their road work. <br /> <br />Ms. Benson stated she intends to sell her house in a year and does not want to pay this <br />assessment.
