Mayor Gamec stated it is a tax and budget issue. <br /> <br />City Engineer Jankowski noted the resident is being charged for one-half of the cost. <br /> <br />Ms. Benson noted there are three cul-de-sacs and two parks and asked if they have to also cover <br />those costs. <br /> <br />City Engineer Jankowski explained how the costs are calculated and divided by the number of <br />lots to determine the amount of the assessments. <br /> <br />Pat Rosen, 17650 Argon Street NW, Ramsey, stated the road looked good tonight and the cracks <br />have always been there. He stated the road was sealed twice, both times in the fall of the year <br />when it does no good. He stated the sealcoating must be done in the spring of the year but he <br />does not believe it needs to be sealcoated now. <br /> <br />City Administrator Norman stated the ranking was conducted by the Street Superintendent and <br />Engineering Department. <br /> <br />Kurt Wrobel, 6631 - 155th Avenue NW, Ramsey, Highpoint Addition, stated he talked with the <br />City Administrator and City Engineer and had asked how streets are rated. He suggested the <br />rating is determined by comparing the street to a picture but not based on service reports or <br />experience. He stated there is a need for a culvert and noted that there are potholes reported <br />every year but they are not being filled at the right time of the year. He suggested that an overlay <br />will do no good unless it is done correctly and the cracks are sealcoated. He stated that 93% of <br />the neighborhood signed a petition against the project. He stated he believes the road is fine but <br />street maintenance is needed and there is plenty of money available for maintenance. <br /> <br />Mayor Gamec asked if the rock is showing through on the pavement. <br /> <br />Mr. Wrobel stated the rock is showing through everywhere but it is a decent road in the entire <br />neighborhood. He presented the petition from the High Point neighborhood against Project #01- <br />16 to the City Administrator. <br /> <br />Sue Olson, 16249 Dysprosium Street NW, Ramsey, stated it is her understanding that street <br />maintenance is not part of the City's budget. <br /> <br />Mayor Gamec stated street maintenance is included in the City's budget. <br /> <br />Street Supervisor Riemer stated the City budget includes patching, crack filling, snowplowing, <br />ditch mowing, ditch cleaning, and stormwater work to clear culverts. <br /> <br />Sue Olson asked if crack sealing and sealcoating are maintenance measures and why it is <br />considered an improvement instead of maintenance. <br /> <br />City Council/March 13, 2001 <br /> Page 13 of 31 <br /> <br /> <br />
