City Engineer Jankowski explained that every five to seven years something is done to the street. <br />He noted that the work mentioned by Mr. Riemer is daily maintenance work to address those <br />issues but periodically preventative maintenance is needed if sealcoat is no longer effective. City <br />Engineer Jankowski stated that is a much higher cost level than the day-to-day maintenance <br />work. <br /> <br />Sue Olson asked what work is planned in Barthel's Rum River Estates 2nd Addition. <br /> <br />City Engineer Jankowski stated it was constructed in 1982 and overlaid in 1997. <br /> <br />Sue Olson asked if there was a special assessment in 1997. <br /> <br />City Engineer Jankowski answered affirmatively. <br /> <br />Marilyn Fournier, 5320 165th Lane NW, White Pine Estates, Project #01-14, asked what else <br />their taxes do not pay for. She stated her taxes went way up and now they are learning about a <br />project that will be assessed. She noted the cost is estimated to be $546 plus interest over 10 <br />years at two points over the government prime rate. <br /> <br />City Engineer Jankowski explained that the interest rate is determined in September of the year it <br />is assessed and the amount can be paid in full within 30 days without any interest. <br /> <br />Councilmember Zimmerman suggested Ms. Fournier call the Finance Officer to ask about the <br />interest rate. <br /> <br />Ms. Olson asked where the interest payments go. <br /> <br />Mayor Gamec stated the money is used to pay off the bonds used to pay for the project. <br /> <br />City Engineer Jankowski explained that residents can pay the assessment in full at any point but <br />interest for the coming year may be charged depending on the month it is paid off. <br /> <br />Councilmember Hendriksen asked what the total assessment is for Ms. Fournier. <br /> <br />City Engineer Jankowski stated the estimated amount is $546. <br /> <br />Mr. Wrobel stated when he started the petition he was told if 55% signed it, the project would be <br />stopped. <br /> <br />City Attorney Goodrich stated that is correct but tonight is not the assessment hearing, it is to <br />determine whether the project is feasible. After tonight, people have 60 days to submit a petition <br />with the required number of signatures.
