Mr. Wrobel asked if the Council can move the High Point project forward if someone submits a <br />petition with 93% objecting to the project. <br /> <br />City Attorney Goodrich stated the City's Charter would prohibit that from occurring. <br /> <br />Mayor Gamec pointed out that if the project is petitioned against and the street breaks up, then <br />major repair would be needed and 100% of the cost would be assessed. <br /> <br />Mr. Wrobel stated they will petition for the road to be maintained in the correct way since, <br />obviously, people are not doing their jobs and maintaining the roads as they should. <br /> <br />Mayor Gamec stated he takes exception with those comments made against City Staff. He stated <br />he understands that Mr. Wrobel is frustrated with the process but that should not result in <br />derogative comments against City Staff. <br /> <br />Mr. Wrobel stated that is his opinion and noted that he was told by Staff to get the signatures <br />from his block and no others, which would not be 55%. <br /> <br />Mayor Gamec stated that opportunity would still be allowed for 60 days after tonight. <br /> <br />Loretta Olson, 6631 - 155th Avenue NW, Ramsey, asked if a picture in a manual is used to <br />determine if a road improvement is needed. <br /> <br />City Engineer Olson explained that staff drives each and every road in the City, 134 miles of <br />roads. <br /> <br />Loretta Olson asked about the standing water on the roads. <br /> <br />City Engineer Olson stated if that issue was raised to staff it could have been looked at but, <br />instead, a petition was submitted that the project should not go forward. <br /> <br />Loretta Olson stated the standing water is always in the same spots so she believes that means the <br />City is not addressing the problem. <br /> <br />City Enginebr Olson stated the reason for the public hearing is to receive this input so those areas <br />can be addressed and corrected. <br /> <br />Loretta Olson stated the letter she received just said they were doing the overlay and did not <br />indicate there is a certain way to correct the road or to fix the most damaged areas. <br /> <br />Councilmember Zimmerman stated last year two roads in Whispering Pines had similar <br />problems and needed culverts.
