2001 Council meeting, for consideration. The City Council instructed staff to add additional <br />language that: 1) Clarifies what actions needed to be' done every three years; 2) Allows for <br />additional time to correct a non-compliant system during the winter months; 3) Creates a Ramsey <br />Resident Septic Inspection Education System; and 4) Instructs Staff to work with residents in <br />securing financial assistance in instances where financial hardship is caused by complying with <br />the ISTS regulations. At the February 27, 2001 meeting, the City Council reviewed the proposed <br />changes and introduced the ordinance With the Ramsey Resident Septic Inspection Education <br />System deleted from the proposed language of the ordinance. <br /> <br />Councilmember Hendriksen stated the language being presented is different than what was <br />discussed. <br /> <br />City Administrator Norman stated a portion, homeowner inspection, was omitted. <br /> <br />Councilmember Hendriksen stated other language has also changed which was brought to his <br />attention by Councilmember Zimmerman and a citizen. He stated the documents handed out that <br />evening differs from what is before the Council tonight. <br /> <br />Councilmember Zimmerman stated the homeowner inspection section is entirely left out and if <br />ordinances are voted on when first introduced, that should come up. <br /> <br />Councilmember Anderson stated she made the motion to approve first reading deleting that <br />section and that is what passed. <br /> <br />Councilmember Hendriksen stated other "tweaks" were made to the body of the ordinance that <br />were not before the Council. <br /> <br />Principal Planner Trudgeon explained that reference to homeowner inspections was elsewhere in <br />the draft but no longer relevant when that section was taken out. <br /> <br />City Attorney Goodrich suggested this item be tabled to allow time for staff to review the areas <br />of concern. He noted the vote was to delete Section fregarding homeowner inspections. <br /> <br />Councilmember Hendriksen stated three documents were distributed and all three were different. <br /> <br />Mayor Gamec stated the original document allowed homeowners to inspect but the motion by <br />Councilmember Anderson removed that section. <br /> <br />City Attorney Goodrich stated the motion was to delete Section f which dealt with homeowner <br />inspection and per Council direction staff deleted that section.
