Councilmember .Hendriksen stated when he read the document, it purported to be the redline
version of the ordinance. However, the redline ordinance and other ordinance were two separate
documents and this is yet a third document. He stated the redline document did not reflect the
language in the ordinance and now this is a third document and not a true and correct reflection
of what the motion was or the ordinance that was introduced.

Councilmember Zimmerman stated he voted for the ordinance on the premise that it would
include that the homeowners could inspect but that has been taken out.

Mayor Gamec stated the motion was to remove Section f.

Councilmember Zimmerman stated he misunderstood that it was removed.

City Attorney Goodrich stated the section removed was not introduced and everything but
Section f was introduced. But, Councilmember Hendriksen is now indicating this document does
not reflect that revised ordinance. He recommended the Council delay action to allow him and
Principal Planner Trudgeon to compare the two documents and determine if there are any
discrepancies.

Councilmember Hendriksen suggested a recess be declared to allow that to occur.

Mayor Gamec recessed the regular City Council meeting at 8:52 p.m.

Mayor Gamec called the regular City Council meeting back to order 9:02 p.m.

City Attorney Goodrich stated he and Principal Planner Trudgeon reviewed all three documents
that were handed out and determined the version tonight matches the other distributed document.
He explained that the only thing that varies is the redline version in issues related to Section f
and homeowner inspections. He explained that the document handed out removed reference to
property owner inspection. He stated he is satisfied the ordinance was properly introduced and
available for adoption without Section f.

Principal Planner Trudgeon stated his agreement and explained the redline version was used as a
visual aid. By mistake some language was not included that should have been included.

City Attorney Goodrich stated the removal of Section f does not change the intent of the
ordinance.

Motion by Councilmember Anderson, seconded by Councilmember Kurak, to adopt Ordinance #
01-06 An Ordinance Amending Section 8.30 "Sewage Disposal Systems" of Chapter 8 of the
City Code of Ramsey, Minnesota.

Further discussion: Councilmember Hendriksen stated if adopted, this Ordinance will require

City Council/March 13, 2001
