every resident to pay to have their septic system inspected and pumped every three years and <br />denies the option of doing the inspection themselves. <br /> <br />Principal Planner Trudgeon stated that is correct. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Anderson aye <br />Councilmember Kurak aye <br />Councilmember Hendriksen nay <br />Councilmember Zimmerman nay <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #3: City of Ramsey Comprehensive Plan - continued <br /> <br />City Administrator Norman noted the Comprehensive Plan language stated the ISTS had been <br />adopted and that has now been accomplished. <br /> <br />Mayor Gamec stated he was approached by residents who want the opportunity to provide input <br />and invited them to do so. <br /> <br />John Bertzyk, 6001 146th Avenue NW, Ramsey, read the petition he had submitted indicating <br />the following: "We want a Town Center that has Restaurants - Services - Green Spaces - a <br />Central Park Meeting Place and Picnic Areas. A Town Center area that can be walked in and <br />lived in. We are a proactive group that will provide input into the design of a Town Center plan. <br />We want a Comprehensive Land Use Plan completed now with mixed uses between Ramsey <br />Boulevard and Armstrong Boulevard so that Ramsey qualifies for the Multi-Modal <br />Transportation Depot with the Northstar Station. We want the City of Ramsey to qualify for the <br />Smart Growth Study Grant that will have Cal Thorpe and Associates do a market study, a <br />citizen's survey and a land use study. The end result will be to help Ramsey citizens choose a <br />Town Center Plan that has "character." We want our shopping, restaurants, Mississippi bridge, <br />train station and Comprehensive Plan now, not later." Mr. Bertzyk stated 483 people have <br />signed their support of this petition. He stated he strongly supports the Comprehensive Plan <br />being adopted tonight and noted there are several industrial buildings that are vacant where the <br />residents paid for the land, improvements, and curbing but they are vacant and not generating <br />income. He stated this area has many "help wanted" signs but the average pay is $9 per hour and <br />residents cannot afford houses at $9 per hour. He stated the train center will allow people from <br />St. Cloud to come to this area and support the industrial park. Mr. Bertzyk stated the bridge from <br />Dayton to Highway #10 will eliminate the "Ferry Street parking lot" and Ramsey citizens would <br />have a special access through a cloverleaf to cross the bridge, enter Highway #169 and the <br />freeway. He stated that $600 to $800 could be saved from car and gasoline expenses each year <br />by using the train.
