Voting No: None. <br /> <br />The public hearing closed at 7:10 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:10 p.m. <br /> <br />Councilmember Hendriksen asked what property is covered by this development agreement. <br /> <br />City Engineer Jankowski used a site plan to identify the location. <br /> <br />Councilmember Hendriksen noted another agenda item addresses the possible construction of the <br />QCTV building and asked if a building can be built north of this site. <br /> <br />City Administrator Norman stated staff has a suggestion on an alternate across the street, which <br />may be better, suited for such a building. He stated he would address that alternate during the <br />QCTV discussion. <br /> <br />City Attorney Goodrich reviewed the boundaries of the subject property, noting there are two <br />phases; one covering the building described by City Engineer Jankowski and then if <br />requirements are met, Sharp and Associates, LLC can acquire the rest of the property and <br />construct a similarly valued structure. <br /> <br />Councilmember Hendriksen asked if staff has seen plans for both phases. <br /> <br />City Administrator Norman stated he has seen the plans. <br /> <br />Dennis Sharp, applicant, presented a site plan identifying what they are proposing to construct in <br />Phase I, noting the second portion that could be constructed as an addition, plus two additional <br />buildings sometime in the future. <br /> <br />Councilmember Hendriksen asked if there is a commitment to build the additional two buildings. <br /> <br />City Attorney Goodrich stated the agreement is not yet signed but there is potential that all of this <br />land would be transferred to Mr. Sharp. If the requirements are met and the second set of <br />buildings are constructed, Mr. Sharp will receive back the $375,000 over the life of the <br />agreement on a pay-as-you-go TIF. The property would all be deeded immediately subject to a <br />lien agreement and requirement to build the first building. If Mr. Sharp wants to get back the <br />$375,000 paid now, he has to build an additional $3 million valued property. In addition, Mr. <br />Sharp is required to create 19 new jobs. <br /> <br />Councilmember Hendriksen asked if Mr. Sharp will own all four building sites after the first <br />building is constructed. <br /> <br />City Council/March 13, 2001 <br /> Page 5 of 31 <br /> <br /> <br />
