City Attorney Goodrich restated that Mr. Sharp will own all four building sites after the <br />agreement is signed. He again explained the phased projects and how the pay-as-you-go TIF is <br />structured into Phase II. <br /> <br />Councilmember Zimmerman asked if the City checked with other businesses that have a TIF <br />policy to see if the number of jobs they said they would create, have actually been created. <br /> <br />City Administrator Norman advised that the City's TIF Specialist has sent out surveys and he <br />will request an update on that survey. <br /> <br />City Attorney Goodrich advised that in 1999, State law changed to require strict reporting, more <br />than a survey. To keep the financing intact, the employer must abide by those employment <br />requirements or a penalty is imposed and they have to return the financing they received. <br /> <br />Councilmember Anderson stated that considering the trend with other cities, she believes the <br />Council should consider a wage increase from $10 per hour to $12 per hour for future TIF <br />projects. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to authorize the <br />business subsidy agreement with Sharp and Associates, LLC. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to authorize the <br />execution of a development agreement with Sharp and Associates, LLC, contingent upon review <br />by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman.
