Voting No: None.

Case #10:

Discussion Regarding Staff Authorization to Implement Emergence Flood
Plan

Councilmember Anderson inquired if the City is part of the Flood program so that residents can
receive flood insurance if they need it.

Assistant City Administrator Moore-Sykes stated that she would research that issue.

Police Chief Gustafson stated that he was requesting authorization to buy ahead enough sandbags
and materials to fill the sandbag filling stations so that they are prepared in case flooding does
occur in the City of Ramsey. They would be purchasing 20,000 sandbags, which would have an
unlimited shelf life. The second part of the request would be to authorize the expense for people
to work on the weekends in an emergency situation. Mr. Gustafson requested $6,000 for the
sandbags and materials and the remaining $12,500 would only be needed if there is flooding.

Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to authorize the
implementation of the Emergency Flood Plan, including the purchase of 20,000 sandbags and
materials needed to construct the filling stations.

Motion carried. The site designated is a site immediately adjacent to and west of Ramsey Boulevard.
A great deal of discussion has taken place recently among City Council during the
Comprehensive Plan consideration regarding the site location of the multi-modal facility. The
Council appears to have a consensus to locate the multi-modal facility to the western half of
Section 28. In a letter dated December 14, 2000, from the Executive Director of the Anoka
County Regional Railroad Authority (ACRRA), Tim Yantos requested that the City indicate
their preference for a site. The City should go on record to formally inform the ACRRA and the
NCDA that the City's preference for a multi-modal and rail station site should be no further than
500 feet east of Armstrong Boulevard.

City Council/March 20, 2001
