' <br /> <br />City Administrator Norman stated that he had met with the property owners that had signed the <br />petition. He explained that he did not agree with the petitioners on issue of constructing the <br />storm sewer on the north side of the tracks, but he did agree with their concern over the <br />possibility of a frontage road being constructed on the front portion of their properties. Mr. <br />Norman stated that the Council authorized expanding the study of the Highway #10 corridor to <br />include the area from Sunfish Lake Boulevard to the city limits of Anoka. If there is going to be <br />a frontage road on their property it would make sense to place the storm sewer system in the area <br />of the proposed frontage road. Mr. Norman requested that Council hold off on a decision for 30 <br />to 60 days until the Highway #10 corridor study is completed and if the Council agrees to the <br />extension he would also need permission to delay the condemnation hearings. <br /> <br />Councilmember Kurak stated that the cost of the project was already added to the property <br />owners tax statement and inquired if they already have to start making payments on the project. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Kurak inquired if the project is changed how will those fees be corrected. <br /> <br />City Administrator Norman replied that staff is not proposing any changes to the financing of the <br />project. Any changes that are made will probably not affect the cost of the project. <br /> <br />Councilmember Kurak inquired if half of the project is already constructed. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Kurak inquired if the pipe would be brought straight down to the possible <br />frontage road area. <br /> <br />City Engineer Jankowski replied that that would be a possibility. <br /> <br />Councilmember Kurak inquired as to how that would impact the property owners. <br /> <br />City Engineer Jankowski explained that it would require more storm pipe and could increase the <br />cost of the project. <br /> <br />Robert Dillon stated that if there is going to be a storm sewer system, than it should go under the <br />road right-of-way. <br /> <br />Ed Hamilton, 6615 Highway #10, Ramsey, stated that if there is going to be a storm sewer <br />system it should be in the same location as the frontage road. <br /> <br />City Council/March 20, 2001 <br /> Page 3 of 12 <br /> <br /> <br />
