to say that he will be opposing this. Mayor LeTourneau stated that the issue is fixing the roads and they need to find a methodology that works best for the community. He stated that there had been a number of attempts in the past to use the levy funds, but it just did not work, and the conditions of roads continued to escalate. He stated that the assessment method was then agreed upon for a five-year period, which is not like paying out of pocket but more like putting that on a credit card. He stated that this franchise fee system is the system the Council would like to try for the next five years. He stated that the public comments desired a dedicated fund that would be used only for road improvements, and this method will provide that opportunity. He thanked everyone that has provided input and participated throughout this long process. A roll call vote was performed: Councilmember Kuzma aye Councilmember Specht nay Councilmember Musgrove nay Councilmember Menth aye Councilmember Riley aye Mayor LeTourneau aye Motion carried. 7.02: Adopt Ordinance #20-15 Approving an Addition to Chapter 54 of the City Code: Traffic and Vehicles (Municipal Parking Ramp Regulations) City Administrator Ulrich reviewed the staff report and recommendation to adopt the ordinance to establish an ordinance governing the use of the Ramsey Parking Ramp. Motion by Councilmember Riley, seconded by Councilmember Musgrove, to waive the City Charter requirement to read the Ordinance aloud and Adopt Ordinance #20-15 an Ordinance Governing the Use of the Ramsey Parking Ramp.
