<br />to say that he will be opposing this. Mayor LeTourneau stated that the issue is fixing the roads <br />and they need to find a methodology that works best for the community. He stated that there had <br />been a number of attempts in the past to use the levy funds, but it just did not work, and the <br />conditions of roads continued to escalate. He stated that the assessment method was then agreed <br />upon for a five-year period, which is not like paying out of pocket but more like putting that on a <br />credit card. He stated that this franchise fee system is the system the Council would like to try for <br />the next five years. He stated that the public comments desired a dedicated fund that would be <br />used only for road improvements, and this method will provide that opportunity.
