<br /> <br />Motion by Councilmember Menth, seconded by Councilmember Kuzma, to Adopt Resolution <br />#20-002 Granting Preliminary Plat Approval of Garden View and introduce Ordinance #20-16 <br />Vacating Right-of-Way. <br /> <br />Further discussion: Councilmember Menth asked the location of the future road connection. <br />Deputy City Administrator identified the general location for that roadway. <br /> <br />A roll call vote was performed: <br /> <br />Councilmember Kuzma aye <br />Councilmember Specht aye <br />Councilmember Musgrove aye <br />Councilmember Menth aye <br />Councilmember Riley aye <br />Mayor LeTourneau aye <br /> <br />Motion carried. <br />7. COUNCIL BUSINESS <br />7.01: Adopt Ordinance #20-11 Implementing a Gas Franchise Fee on Centerpoint Energy <br />for Providing Gas Service Within the City of Ramsey, Adopt Ordinance #20-12 <br />Implementing an Electric Franchise Fee on Connexus Energy for Providing Electric <br />Service Within the City of Ramsey and Adopt Ordinance #20-13 Implementing an <br />Electric Franchise Fee on the City of Anoka Electric for Providing Electric Service <br />Within the City of Ramsey <br /> <br />Finance Director Lund reviewed the staff report and recommendation to adopt the respective <br />ordinance related to implementing a franchise fee on said utilities. <br /> <br />Councilmember Musgrove stated that it was mentioned that the debt levy was $487,000 and asked <br />if that would increase in coming years. <br /> <br />Finance Director Lund replied that the road debt was structured in a way that it would remain <br />constant at about $475,000 until 2025 when the project debt from 2015 falls off. <br /> <br />Councilmember Musgrove asked if that could be restructured. <br /> <br />Finance Director Lund replied that the Council could provide direction on that. She noted that the <br />PIR fund has been used in the past but that is a limited amount of funding with other allocated <br />expenses. <br /> <br />Councilmember Musgrove asked if MSA funds have been designated for Highway 10 projects. <br /> <br />City Engineer Westby stated that some of the Highway 10 improvements would be eligible for <br />MSA funds. <br />City Council / July 28, 2020 <br />Page 8 of 16 <br /> <br />
